## Article 4 for house shares

Bassetlaw has an Article 4 direction on HMOs (shared houses). Turning a family home into a shared house may need planning permission.

- Area: Worksop Central Area only (mapped area). The Worksop Central Area HMO Article 4(1) Direction removing the C3 to C4 permitted development right was made on 5 December 2019 and, after approval at Planning Committee on 1 June 2020, confirmed on 3 June 2020 (the council's draft HMO SPD, September 2025, says it 'came into force in Worksop Central in June 2020'). Separately, two new non-immediate directions, the 'Worksop Central Area Houses in Multiple Occupation' and 'Retford Station Area Houses in Multiple Occupation' Article 4(1) Directions, were approved by Planning Committee on 20 May 2026 and made on 29 May 2026 (the instrument is headed 28 May 2026, sealed 29/5/2026); consultation ran 1 June to 13 July 2026, and they 'shall not come into force unless confirmed', not earlier than 14 July 2026 and by 28 May 2028. No confirmation was found, so the Retford Station Area is not yet covered. Use the council's maps for exact boundaries.
- Takes effect: 3 June 2020

## Civil penalty policy

Not yet confirmed: we have not found Bassetlaw's civil penalty policy yet.

## Consultations

- [Worksop Central Area and Retford Station Area HMO Article 4(1) Directions (planning, not licensing)](https://www.bassetlaw.gov.uk/planning-and-building-control/planning-policy/article-4-1-directions/worksop-central-area-and-retford-station-area-hmo-article-4-1-directions/): Closed, awaiting decision. Closed 13 July 2026.

## Not yet confirmed

We could not settle these points when we researched Bassetlaw on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme is in force. Checked: the council's private tenants and landlords pages (HMO, HMO fees, housing standards), and the Bassetlaw moderngov document search for 'selective licensing'. That search shows a Worksop selective licensing proposal (South East, Central and Sandy Lane areas) was rejected by members on 7 July 2020 in favour of a Thriving Neighbourhoods Strategy. On 14 October 2025 Cabinet extended that strategy to April 2028 (and to Harworth and Bircotes) and resolved to 'note the consideration being given to selective licensing and additional support', with 'a further report' to come to Cabinet. No later report, consultation or designation was found; re-check.
- Confirm whether the May 2026 Worksop Central and Retford Station Area Article 4 directions have been confirmed (no confirmation found on the council page, updated 24 June 2026, or in moderngov results to 17 September 2026), and whether the new Worksop Central direction replaces or extends the June 2020 direction (the council's motions update lists 'Review Worksop Central Area Article 4 Direction boundary').
- Locate any adopted housing civil penalty policy and whether it reflects the Renters' Rights Act 2025 maxima.
- Mandatory HMO licence term and standard conditions are not published on the fetched pages.

## Landlord register

The national landlord register is separate from licensing. Bassetlaw is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
