## Licensing schemes

### Mandatory HMO licence: Mandatory HMO licensing (national scheme, Blaby fees)

- Status: In force (`in_force`)
- Area: Whole of Blaby District (national scheme).
- Fee: Published standard fee: £995. Council HMO page, new licence: standard £995 (application fee £645 plus monitoring fee £350 payable once the licence is issued); each subsequent application made at the same time £880 (£530 + £350). Renewal: standard £850 (£500 + £350), subsequent £755 (£405 + £350). An additional £175 applies if a property is found already operating as a licensable HMO without a licence. The application fee is non-refundable.
- Licence length: 5 years
- Who needs one: HMOs with five or more occupants forming more than one household, regardless of storeys (since 1 October 2018).
- Apply: https://myaccount.blaby.gov.uk/service/HMO
- Licence conditions: https://www.blaby.gov.uk/media/3972/dash-hmo-standards.pdf
- Confidence: High
- How we checked this: The page says HMO licences 'usually last for five years but this can occasionally be for a shorter period' and determination can take up to six months from a complete application. It still cites a civil penalty of up to £30,000 (pre-Renters' Rights Act wording).

## Article 4 for house shares

Not yet confirmed: whether Blaby has an Article 4 direction on house shares.

## Civil penalty policy

The council's policy sets how it decides the size of a fine.

No standalone housing civil penalty policy was found. The council's 'Civil Penalties Policy' page concerns Council Tax. The Environmental Health Enforcement Policy 2025-2028 (uploaded 26 March 2025) has a section on civil penalties under the Housing Act 2004 and refers to a separate 'Civil Penalties policy', which was not located.

## Not yet confirmed

We could not settle these points when we researched Blaby on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme, proposal or consultation found. Checked: the council's HMO page and private housing section, and the full website sitemap (569 URLs) for selective/additional licensing pages. Committee papers were not searched.
- Locate the housing civil penalties policy referenced by the Enforcement Policy 2025-2028 and whether it reflects the Renters' Rights Act 2025.
- Article 4: whether Blaby has an HMO (C3 to C4) Article 4 direction is not confirmed. Checked: the council's only Article 4 page (the Braunstone Village Conservation Area direction) and planning.data.gov.uk (no Article 4 records for the council). None was found, but absence is inferred, not stated by the council; confirm with its planning team.

## Landlord register

The national landlord register is separate from licensing. Blaby is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
