- Apply: https://crawley.gov.uk/documents/hmo-licence-application-pack
- Licence conditions: https://crawley.gov.uk/sites/default/files/documents/PUB353106.pdf
- Confidence: High
- How we checked this: The HMO page sets minimum bedroom sizes (6.51 m2 single adult, 10.22 m2 couple, no room under 4.64 m2 as a bedroom) and publishes a quarterly public register of licensed HMOs (CSV, September 2026). Licence length is not stated on the pages fetched. The HMO page's enforcement wording (fine up to £20,000 or civil penalty up to £30,000) predates the July 2026 civil penalty policy.

## Article 4 for house shares

Crawley has an Article 4 direction on HMOs (shared houses). Turning a family home into a shared house may need planning permission.

## Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.

Civil Penalties and Rent Repayment Order Policy (published July 2026) covers Renters' Rights Act 2025 breaches and offences with £7,000 and £40,000 statutory maxima. Starting points: failure to obtain an HMO licence (s.72) £17,000 (landlord-type adjustment £13,600 / £20,400); failure to obtain a selective licence (s.95) £12,000 (£9,600 / £14,400).

## Consultations

We found no consultations when we researched Crawley.

## Not yet confirmed

We could not settle these points when we researched Crawley on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme, proposal or consultation was found on the council's HMO and private housing pages, and the council's committee document search returns no results for 'selective licensing' (26 October 2026); the 'HMO licensing report' linked from the HMO page is the 2018 Cabinet paper on the national extension of mandatory licensing. Absence is inferred, not stated by the council.
- HMO licence term not stated on the pages fetched.
- The 2026-27 fee guide PDF is headed '2025 / 2026 HMO Licence Fees'; confirm the figures are current.

## Landlord register

The national landlord register is separate from licensing. Crawley is in South East, where registration is planned from 15 March 2027 to 14 June 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
