### Mandatory HMO licence: Mandatory HMO licensing (national scheme, Hinckley and Bosworth fees)

Council 'HMO licence fees' page (2025 to 2026, last updated 18 November 2025): the fee is calculated from the application and depends largely on property size; 'Typically, the cost for a new five-year licence on a small HMO is around £800 and a large HMO £1000', and may be higher for exceptionally large or complex buildings. Paper (Word/PDF) applications cost an extra £75. No fixed figure published, so standard_gbp is null.
- Licence length: 5 years
- Who needs one: HMOs with five or more occupants living as two or more separate households. The council states that no licence is needed to rent out other residential properties in the borough.

## Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.

'Private housing civil penalty policy 2025', linked from the council's advice for private landlords pages. It uses a maximum of £30,000 per offence ('The Council has the power to impose a civil penalty of up to a maximum of £30,000 for each separate' offence); no Renters' Rights Act 2025 maxima found. The policy was approved by the Executive on 18 June 2025 ('Civil Penalty Policy for Private Sector Housing Offences'); no RRA update was found in committee searches to October 2026.
