- Confidence: High
- How we checked this: The landlord guidance says 'Each licence is valid for five years' and licences are not transferable. Apply, renew or vary through the council's My Services portal; applications are not processed until all documents (including a basic DBS check for the proposed licence holder and manager) and fees are received. A public HMO register search is online.

## Consultations

We found no consultations when we researched North Devon.

## Not yet confirmed

We could not settle these points when we researched North Devon on 26 October 2026. Check them with the council before you rely on them.

- No additional or selective licensing scheme, proposal or consultation was found on the council's HMO pages, the sitemap's consultation list, or North Devon committee agendas from January to November 2026. The council does not state the absence.
- North Devon's housing civil penalty policy, and whether it reflects the Renters' Rights Act 2025, was not located on the council website or in 2026 committee agendas.
- A 2023 consultation on amending the council's HMO policy (amenity standards) is marked closed with a results summary; the 2023 Amenity Standards document is linked from the HMO page, but no adoption decision was checked. It is not a licensing designation and is not listed as a consultation here.
- Article 4: whether North Devon has an HMO (C3 to C4) Article 4 direction is not confirmed. Checked: the council's Article 4 page (17 named site and area directions, whose removed rights are not described) and planning.data.gov.uk (no Article 4 records for the council). None was found, but absence is inferred, not stated by the council; confirm with its planning team.

## Landlord register

The national landlord register is separate from licensing. North Devon is in South West, where registration is planned from 15 August 2027 to 14 November 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
