## Article 4 for house shares

North West Leicestershire has an Article 4 direction on HMOs (shared houses). Turning a family home into a shared house may need planning permission.

- Area: The entire village of Kegworth (Map 1 boundary). Non-immediate Article 4(1) direction removing the C3 to C4 (small HMO, 3-6 people) permitted development right, confirmed on 23 July 2020 and in force from 19 February 2021.
- Takes effect: 19 February 2021

## Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.

Civil Penalty Policy approved by Cabinet on 27 June 2023 (item 10, Private Sector Housing Policies, with an updated Housing Enforcement Policy and an early-payment reduction). It states 'The maximum fine that can be imposed is £30,000 per offence' and covers s.95 selective licensing and HMO licensing offences with a points matrix. No Renters' Rights Act update was found in nwleics.moderngov.co.uk searches or on the council website. The Housing Enforcement Policy is also linked from the council's Enforcement powers page.

## Not yet confirmed

We could not settle these points when we researched North West Leicestershire on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme found. Checked: the council's private rented housing, HMO licence and landlord advice pages, the 'Landlord Services Consultations' page ('There are no policies currently under review', updated 2 September 2026), and the website sitemap.
- Confirm whether a Renters' Rights Act civil penalty policy has replaced the June 2023 policy.

## Landlord register

The national landlord register is separate from licensing. North West Leicestershire is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
