## Licensing schemes

### Selective licence: Wigston and South Wigston Designation of an Area for Selective Licensing 2025

- Status: In force (`in_force`)
- Area: Part of Wigston and South Wigston, 'delineated in blue on the map at Annex A', which the notice says 'includes, but is not limited to, an area bounded by Granville Road and Brighton Avenue to the north, Avondale Road to the east, Countesthorpe Road to the South and Saffron Road and Hindoostan Avenue to the west'. The notice says 'the addresses included within the designation are listed in Annex B'. Annex B is a street list, but it includes 'Cleveland Road (up to 44)', and through roads such as Leicester Road, Blaby Road and Station Road may extend beyond the area, so road name alone does not decide coverage; confirm the address on the Annex A map and Annex B list.
- Runs: 10 November 2025 to 9 November 2030
- Fee: Published standard fee: £850. Council page: standard £850 (application £450 + subsistence £400); accredited (NRLA, EMPO or DASH) £750; multi-property £800; previous-scheme licence holder £700; accredited + multi-property £700; accredited + previous applicant £600. 'Identified Property/Late Application Fee' £1,150 (£750 + £400) applies to applications received after 10 November 2025 or properties identified by the team, except where the property was not let before that date or was bought after it. Variation £30. The fee table also lists a 'One year Licence (Following Inspection)' with an £800 subsistence fee.
- Who needs one: Any privately rented property in the designated area (private-rented houses and flats), other than HMOs needing a mandatory licence and exempt tenancies.
- Exemptions: Per the public notice: HMOs required to be licensed under Part 2; tenancies granted by registered providers of social housing or registered social landlords; tenancies or buildings exempt under the Selective Licensing of Houses (Specified Exemptions) (England) Order 2006.

- Confidence: High
- How we checked this: Public notice: designated 6 February 2025 (Extraordinary Full Council) without Secretary of State confirmation following revocation of the 2015 General Approval on 23 December 2024. 'The Designation shall come into force on the on 10 November 2025... The designation shall cease to be of effect from five-years from 10 November 2025.' Five years from 10 November 2025 gives a last day of 9 November 2030. This follows the earlier 'Oadby and Wigston (South Wigston) Designation of an Area for Selective Licensing 2020' (in force 5 May 2020 for five years), which is no longer in force. Contact selective.licensing@oadby-wigston.gov.uk. The council page says the scheme 'will operate for five years'; the length of individual licences is not stated.

## Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.

Licensing & Regulatory Committee on 5 March 2026 unanimously approved the Housing Civil Penalty Policy (2026-2031), 'Civil Penalties under the Renters' Rights Act 2025 and Other Housing Legislation', effective 1 May 2026, with items in red operative once the relevant statutory instruments are made.
