- Confidence: High
- How we checked this: The HMO Licensing Policy (September 2025) says a licence will normally run for five years. Renewals and changes are made via GOV.UK links on the HMO page. The council publishes an HMO register. Neither the HMO page nor the policy refers to any additional or selective licensing scheme.

## Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.

Cabinet report OS2620 (4 August 2026) presents an updated Civil Penalties Policy (Appendix 1) under the Housing Act 2004, Housing and Planning Act 2016 and Renters' Rights Act 2025, to be implemented with immediate effect and run in parallel with the previous policy for offences before 1 May 2026. The Cabinet minutes (item 19, 4 August 2026; confirmed at Cabinet on 20 August 2026) record: 'The Cabinet RESOLVED that (i) the Civil Penalties Policy, as set out in Appendix 1 of Report No. OS2620, be approved'. Report: https://democracy.rushmoor.gov.uk/documents/s16546/Civil%20Penalties%20Policy%20-%20Report%20No.%20OS2620.pdf. The policy sets £7,000/£40,000 maxima; failure to obtain an HMO licence (s.72(1)) has a £17,000 starting point with a £40,000 maximum, and a 15% discount for prompt full payment. The HMO page still cites penalties up to £30,000.

## Consultations

We found no consultations when we researched Rushmoor.

## Not yet confirmed

We could not settle these points when we researched Rushmoor on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme, proposal or consultation was found on the HMO page, and committee-document searches (democracy.rushmoor.gov.uk) for "selective licensing" and "additional licensing" return no results; the council does not expressly state the absence.
- Hart, Basingstoke and Deane and Rushmoor are due to form a north Hampshire unitary authority from April 2028 (per Hart's site); future licensing arrangements may change.

## Landlord register

The national landlord register is separate from licensing. Rushmoor is in South East, where registration is planned from 15 March 2027 to 14 June 2027. The regulations are still in draft. Read about the register: https://lettance.com/register
