## Licensing schemes

### Mandatory HMO licence: Mandatory HMO licensing (national scheme, Royal Borough of Windsor and Maidenhead fees)

- Status: In force (`in_force`)
- Area: The whole of the Royal Borough of Windsor and Maidenhead (national scheme).
- Fee: Published standard fee: £920.70. 'Prices as at April 2026': new application for five or more people in two or more households, first property with up to 5 bedrooms £920.70; second and subsequent properties £847.00; renewal £847.00; additional fee per extra bedroom after five £30.80. Incomplete applications/chase letters £50.00 per hour; duplicate licence or copies £11.18. Fees are not sent with the application; the council invoices after the application is determined and issues the draft licence once paid.
- Licence length: 5 years
- Who needs one: HMOs 'occupied by five or more persons who consist of two or more households' where 'occupants share one or more facility' (council wording of the national mandatory test).
- Apply: https://forms.rbwm.gov.uk/xfp/form/164
- Confidence: High
- How we checked this: Renewal page: 'A house in multiple occupation (HMO) licence is valid for a maximum of five years.' None of the council's HMO pages mention additional or selective licensing. Application requires gas safety certificate, EICR, fire detection and emergency lighting test reports, PAT certificate, room-by-room plan, tenancy agreement, deposit details and fire risk assessment. A public HMO register PDF is published (version seen dated 2024).

## Not yet confirmed

We could not settle these points when we researched Windsor and Maidenhead on 26 October 2026. Check them with the council before you rely on them.

- No selective or additional licensing scheme, proposal or consultation was found on the council's HMO pages; committee-document searches for "selective licensing" return no results and "multiple occupation" only 1999-2018 items. The council does not state the absence.
- Read the FOI002447 response (https://documents.rbwm.gov.uk/2025/FOI002447_Response.pdf, 403 to fetch) or ask planning policy to confirm whether any C3 to C4 Article 4 direction exists or is proposed.
- Locate the council's housing civil penalty policy and whether it has been updated for the Renters' Rights Act 2025 (committee search for "civil penalty" returns only 2016-2018 items).
