- Area
The whole of Basingstoke and Deane Borough (national scheme).
- Fee
Published standard fee: £1,108
Council HMO page (no fee year printed; fetched 26 October 2026): new application, 5-year licence £489 on application + £619 on grant = £1,108; renewal, 5-year licence £423 + £619 = £1,042; discounted renewal £423 + £567 = £990 (5% discount for renewals received complete with fee at least 28 days before the existing licence expires, applied at grant); HMO application, 2-year licence £475 + £240 = £715. No charge to vary a licence. The 2025/26 approved fees schedule had lower figures (£475 + £601 = £1,076 for a new 5-year licence).
- Who needs one
- HMOs with five or more residents forming two or more households, including certain flats shared by two or more households (national mandatory test).
How we checked this
Licences are normally 5 years; the fee table also lists a 2-year licence. Fees are paid online by card (BACS in exceptional circumstances), and applications are processed only once the fee and all supporting documents are received. The council publishes a register of licensed HMOs (XLSX, August 2026).
Article 4 for house shares
Basingstoke and Deane has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.

- Specific area: Basingstoke town and Chineham and the surrounding villages of Old Basing, Oakley, Sherborne St John and West End (council HMO planning control page), as edged on the plan to the Basingstoke & Deane Borough Council (Basingstoke Area and Surrounding Villages) Town and Country Planning Direction 2011. The direction removes the Class I(b) permitted change of use from C3 dwellinghouse to C4 HMO. planning.data.gov.uk records it (A42011) as covering Basingstoke Town and Chineham and the villages of Old Basing, Oakley and Sherborne St John.
- Takes effect
- 22 Jul 2012
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Civil Penalty Policy (June 2026), linked with the Housing Standards Enforcement Policy (February 2026) from the council's enforcement policy page. It covers the Renters' Rights Act 2025 and Housing Act 2004 offences with £7,000 and £40,000 statutory maxima. Starting points: failure to obtain an HMO licence (s.72(1)) £17,000 (landlord-type adjustment £13,600 down / £20,400 up); failure to obtain a selective licence (s.95(1)) £12,000 (£9,600 / £14,400). The updated Housing Standards Enforcement and Civil Penalty policies went to the Resident Services Committee on 18 March 2026 and Cabinet on 9 June 2026 (democracy.basingstoke.gov.uk, minute 8/26).
