Sources, coverage and corrections

How we reach an answer.

Lettance connects published rental rules with council research and the facts you provide. The source, the date and what we could not establish matter as much as the answer.

Editorial responsibility: Andrew Wilkinson, trading as Galleon Labs. Research uses software, including AI assistance, and separate source checks. Those checks are internal research, not a solicitor's review or a legal certification.

England, with council coverage shown

The current catalogue contains 77 cited rules for privately rented homes in England. Our directory contains 296 English council entries; 63 have published licensing research, covering London and West Midlands. The remaining 233 directory entries do not have researched local licensing results.

A council being listed does not mean its schemes have been checked. An unresearched council, missing source or unresolved boundary is an unknown. A statement that no licence applies is limited to the researched schemes, household information and location match used in that check.

Browse council coverage and the rules catalogue. Individual records show their own dates and questions; the latest recorded council check date is 2026-10-14.

Published sources, then structured checks

Rules link to legislation or government guidance. Council research starts with the council's licensing pages, designation notices, decisions, fees and policies. We record scheme dates, areas, household scope, sources, confidence and unanswered questions.

A separate checking pass records corrections and anything it could not confirm. Some sources block automated access, disappear or disagree. Archived or secondary evidence and remaining gaps are identified in the record's notes or open questions. A research or re-check date does not mean every field was confirmed, and confidence is not a numerical probability or a council's approval.

Before publication, automated catalogue checks validate the record structure, council identifiers and current ward names. Records without a recorded re-check date are held back by the normal publishing workflow. Structural checks cannot establish that a source is accurate or that an interpretation is legally correct.

A postcode is a starting point

postcodes.io assigns a postcode to administrative areas using a representative centre point. Homes within the same postcode can lie on different sides of a boundary. We cannot identify a particular flat, street segment or designation boundary from a postcode alone.

Street-based schemes and older ward boundaries need the council's designation map or an address-specific confirmation. Household information also matters. Check the linked source before deciding whether a particular home needs a licence.

Planning Data supplies mapped planning context. Some datasets are incomplete. A successful lookup with no mapped match means no match was returned at the postcode centre; it does not prove the property has no designation. An unavailable source stays unavailable, rather than becoming a negative finding. Flood-zone context is not a property-level flood assessment.

Rules decide; AI helps read and explain

The property checks and certificate verdicts use deterministic rules with the recorded facts. AI extracts information from uploaded documents and helps the assistant explain retrieved catalogue evidence. It can misread a date, miss a page or mistake a signature. Its output is not proof of safety, compliance or a legal entitlement.

A certificate needs readable required details and a matching property identity before it can receive a valid verdict. Missing fields, inconsistent dates or ratings, an uncertain flat address and partial certificate reads need review. Known safety faults remain actionable even when other details are missing. Check the original, the official register where relevant, and the responsible engineer or adviser.

The assistant is instructed to retrieve cited rules and preserve unknowns; an instruction is not a guarantee that every answer is correct. Review its sources before acting. Possession, disputes and other consequential decisions can require qualified advice.

Change signals are not completed research

Our source watcher is configured to rotate through cited pages and flag changed text or failed links. Separate discovery checks look for new publications, and freshness checks identify dated schemes and research due for another look. These signals do not automatically amend a rule or resolve an unanswered question.

Research changes still need source review, catalogue checks and a published release. Recorded start and end dates help keep a known scheme's status current, but cannot discover a replacement scheme by themselves. Proposed and confirmed future changes remain labelled separately from current rules.

Dates describe the research snapshot, not a live guarantee or a promised response time. We do not claim every cited page is checked every day or that a landlord receives an alert for every legal change.

Keep sources and private records separate

Public developer tools expose rule and council research with location limitations. They cannot access accounts, saved properties, uploaded documents, tenancy details or repair reports. EPC address records are excluded from the public interface. Read the privacy notice for workspace processing.

Source links do not grant a blanket right to republish third-party material. Upstream licences and attribution requirements apply. See the developer guide for the current public tools.

Tell us what needs correcting

Email gm@galleonlabs.io with the Lettance page, the source link, what appears wrong and the date you checked it. Include a council or rule name where useful. Do not send tenant details, certificates or other private evidence in a public correction request.

We can investigate a source correction; we cannot resolve a council dispute or certify a home through that email. Until a correction is reviewed and published, use the responsible authority's current information. For a problem with your own records, use the account-support contact in settings.
