  • Selective licence

    In force

Oxford citywide selective licensing 2022 — two designations jointly covering the city

    Area

Whole Oxford City Council area, through two complementary legal designations: No. 1 covers the city except Holywell and No. 2 covers Holywell. Both mapped areas and the government confirmation were retrieved; the maps were visually inspected. This combined entry does not omit Holywell or extend to neighbouring Oxfordshire districts.

    Runs
    From 1 September 2022
    Fee

    Published standard fee: £853

1 April 2026 to 31 March 2027: standard new £853 (£323 Stage 1 + £530 Stage 2); qualifying accreditation £612 (£323 + £289); higher rate £1,803 (£323 + £1,480). Higher rate is the default unless evidence with the original application shows it became licensable within the previous 12 weeks; accreditation needs valid certificates and full management control. Early-bird offer has ended. Qualifying student accommodation block £612; timely renewal of a one-year licence £210 (£138 + £72). Paper-form surcharge £313 new or £238 renewal. The page says card pre-authorisation up to £1,804 despite its maximum fee table totalling £1,803; confirm that discrepancy. Stage 2 is taken at draft-licence stage. The council explicitly does not offer a payment plan or further instalments.

    Who needs one
Privately rented houses and flats let or occupied under a tenancy or licence across the combined designated area, unless exempt. Properties required to hold mandatory or additional HMO licences are excluded from selective licensing, so a property does not need both types.
    Exemptions
Mandatory/additional HMO licensing, registered social landlord tenancies, management orders, temporary exemptions and statutory tenancy/building exemptions apply. Owner-occupied and other excluded arrangements require their statutory tests, not a blanket assumption.
    How we checked this

Two designations were made 10 March 2021; signed April 2022 instruments and government confirmation establish the combined citywide scheme starting 1 September 2022. Instruments say confirmed by the national authority on 21 April 2022; the minister’s confirmation letter is dated 25 April. Both designations say they cease five years after commencement at midnight on 31 August 2027. Current council pages likewise say end on 31 August 2027 (midnight), but do not clarify which midnight boundary is meant. The exact final inclusive day remains null pending clarification; no day is silently added or removed. This entry consolidates the two complementary designations for coverage, not a claim they are one legal instrument. The application guide says a selective licence normally lasts five years, but may be shorter in certain circumstances; confirm the actual expiry on the issued licence rather than treating the designation period as the individual licence term. New applications can be submitted at most four weeks before the tenancy starts. Qualifying large purpose-built student blocks can receive one selective licence where all occupants are students, management is common and the holder subscribes to the specified accommodation code; HMO cluster flats require the HMO licence instead. Current standard conditions and inspections guidance must be followed. No made renewal designation or defined current selective-renewal consultation was established by targeted official searches; general business-plan renewal intentions are not an adopted scheme.

  • Additional HMO licence

    In force

Oxford additional HMO licensing designation 2026 — ordinary shared HMOs

    Area

Whole Oxford City Council district, not Oxfordshire County Council or neighbouring districts.

    Runs
    25 June 2026 to 24 June 2031
    Fee

    Published standard fee: £858

Fees effective 1 April 2026, shared by mandatory and additional HMO licences. Standard new Category B £858 (£407 Stage 1 + £451 Stage 2), normally a one-year licence where acquired/first operated within 12 weeks, the previous licence expired within 12 weeks, or there is a change of holder. Category B acquisition/new-operation and change-of-holder cases may qualify for a longer licence where the holder already has other Oxford HMO licences and supplies all eligibility evidence within two weeks of the application. Higher-rate new Category A, operating unlicensed for more than 12 weeks including long-expired licences, £3,190 (£407 + £2,783). Annual standard renewal £392 (£130 + £262); higher-rate renewal £744 (£130 + £614); qualifying two-year renewal £432 (£130 + £302); qualifying five-year renewal £610 (£130 + £480). Stage 2 is requested with notice of intention to grant and must be paid before issue. Paper-form surcharge £315 new or £265 renewal; advice visit £280. A £858 standard fee does not buy an automatic five-year licence.

    Who needs one
HMOs not requiring mandatory licensing: those with three or four occupiers and all self-contained flats that are HMOs, irrespective of storeys. Ordinary shared HMOs do not have to meet the separate section 257 converted-block tests.
    Exemptions
Annex C statutory exclusions, mandatory-licensable HMOs, temporary exemption notices and interim/final management orders.
    How we checked this

Cabinet approved renewal on 18 March 2026. Signed designation made 25 March 2026 starts at 00:00 on 25 June 2026 and ceases at 00:00 on 25 June 2031, so the final operative day is 24 June 2031. The designation and whole-city map were inspected. This row and the converted-block row describe two property classes within the same legal designation, not two overlapping schemes or duplicate fees. There was a gap after the 2021 scheme ended in June 2026. The council says most existing licences are unaffected and it will contact holders whose licences expired during the gap; an expired or missing licence must not be assumed valid. A one-year licence is the default; two- and five-year licences require the published criteria. Longer renewal applications and all evidence must be received at least two weeks before expiry. Criteria include fit-and-proper management, compliant property, satisfactory continuous safety-certificate history, planning/building-control evidence and the signed checklist. Five-year eligibility additionally requires appropriate accreditation with full management control and no justified service requests in the preceding year; two-year criteria allow up to two. Existing or property-specific conditions govern. The approved 2026 conditions simplify the waste-management condition. The current page still describes the 2018 amenity guide and a planned 2026 update; no unpublished revision is assumed.

    Who needs one
Qualifying section 257 converted blocks that are mainly or wholly tenanted, including those with resident landlords, as expressly limited by Annex B of the designation. This is a building-level test, separate from the household count of one flat.

Annex C statutory exclusions, mandatory-licensable HMOs, temporary exemption notices and interim/final management orders.

A single-household flat may be in a qualifying converted block; do not assume a block is exempt simply because the individual flat contains one household. The legal wording mainly or wholly tenanted is retained rather than replaced with an invented numerical tenancy threshold.

    Who needs one
HMOs with five or more occupiers from two or more households sharing facilities; qualifying partly converted buildings and individual multiply occupied flats are included. Purpose-built flats in a block of three or more self-contained flats are excluded from the prescribed mandatory description.
    Exemptions
Statutory HMO exclusions apply; qualifying properties outside mandatory licensing may fall within Oxford’s additional scheme.

Five-year eligibility additionally requires appropriate accreditation with full management control and no justified service requests in the preceding year; two-year criteria allow up to two. Existing or property-specific conditions govern. New HMOs are normally inspected before first licensing, with further compliance inspections and visits where concerns arise. The new additional-scheme page describes a different transition process for previously licensed properties, without an initial reinspection; this does not remove ordinary new-HMO inspection requirements. Oxford’s HMO planning permission requirement is separate from housing licensing. The general conditions page still links March 2021 conditions, while the approved March 2026 appendix contains the amended waste-management condition. Use the applicable issued conditions.

Historical tariff for this ended designation is not asserted. The current 2026/27 tariff is given against the operative 2026 designation and mandatory scheme.

    How we checked this

Made 10 March 2021, starting 10 June 2021, covering the whole city. The signed instrument says it shall cease to have effect at midnight on 9 June 2026. Current guidance says it remained operative until 9 June 2026 and describes a five-year scheme. Midnight can refer to different day boundaries, so the exact final inclusive day is left unconfirmed instead of choosing an interpretation. It had plainly ended by October 2026 and the replacement started 25 June. This and the historical converted-block row describe property classes of one ended designation, not two separate schemes. Ordinary shared-HMO and section 257 scope and statutory exclusions were expressly retained in the 2021 annexes.

Article 4 for house shares

Oxford has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.

Area
Whole Oxford City Council area for C3 dwellinghouse to C4 small-HMO changes of use. The confirmed signed order and red-edged city map were visually inspected. It was made 24 February 2011 and the handwritten confirmation is dated 16 August 2011. The order expressly says it comes into force on 24 February 2012; the current council planning page instead states 25 February 2012. Both establish a continuing whole-city direction, but the exact historical effective day remains unconfirmed because of that conflict. Order: https://www.oxford.gov.uk/downloads/file/1625/houses-in-multiple-occupaction-article-4-direction ; map: https://www.oxford.gov.uk/downloads/file/1626/houses-in-multiple-occupaction-article-4-map . Large HMOs and other planning requirements remain separate; a housing licence does not itself grant planning permission.

Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.

Current published policy version 2.0 records a 1 October 2026 revision incorporating the Renters’ Rights Act 2025, approved by the Director of Planning and Regulation and Director of Law and Governance. Update record: oxford.gov.uk . The policy has £7,000/£40,000 tiers and an HMO licensing starting point of £17,000, adjusted to £13,600 or £20,400 by landlord type before other factors. It applies financial considerations and totality after aggravating/mitigating factors, and offers 15% prompt-payment reduction, normally within 28 days. The discount window does not pause for an appeal. Matrix: oxford.gov.uk ; procedure: oxford.gov.uk . This actual current policy takes precedence over older January 2024 downloads; case-specific offence-date treatment should be checked.

We could not settle these points when we researched Oxford on 15 October 2026. Check them with the council before you rely on them.

  • Not yet confirmed

Clarify the exact final inclusive day of both selective designations. Legal wording says five years after 1 September 2022 at midnight on 31 August 2027; current guidance repeats the midnight wording. Do not choose between the start and end of that day without authoritative clarification.

  • Not yet confirmed

Clarify the final inclusive day of the ended 2021 additional designation: its instrument says cease at midnight on 9 June 2026, while current guidance says operative until 9 June. Its ended status is certain, but the exact day remains unconfirmed.

  • Not yet confirmed

Resolve the HMO Article 4 effective-date conflict: confirmed signed order says 24 February 2012, current planning landing says 25 February 2012. Whole-city continuing applicability is confirmed.

  • Not yet confirmed

Confirm the £1 difference between selective card pre-authorisation text (£1,804) and the published higher-rate total (£1,803). Eligibility evidence controls standard/accredited fees; do not assume every applicant pays £853.

  • Not yet confirmed

Check current issued HMO conditions against the approved 2026 appendix and any subsequently published amenity-guide update. The general page still links March 2021 conditions; the new scheme changes the waste-management wording.

  • Not yet confirmed

Landlord register

The national landlord register is separate from licensing. Oxford is in South East, where registration is planned from 15 March 2027 to 14 June 2027. The regulations are still in draft. Read about the register
