Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Cabinet on 14 April 2026 adopted the Housing Enforcement Policy 2026-31 'to take effect from 15 April 2026', to comply with the Renters' Rights Act 2025 (democracy.rushcliffe.gov.uk an addendum corrected Appendix 1). The policy includes the council's Civil Penalty Matrix (the RRA civil penalties framework, 'Version for use where there are NO SELECTIVE LICENSING AREAS') with £40,000 statutory maxima. The 2019 Private Sector Housing Civil Penalties Enforcement Framework (£30,000) is still linked from the HMO page.
