Selective licence
In forceNottingham City Council Designation of an Area for Selective Licensing 2023 (second scheme)
- Area
Map-defined parts of Nottingham, not whole wards and not citywide. Only the area edged and hatched red in Annex A of the sealed 2023 designation is covered; the plan includes a large central area and separate peripheral pieces, with exclusions. A postcode/ward alone cannot establish whether a particular address is covered. Use the council MyProperty address search (geoserver.nottinghamcity.gov.uk) or the sealed plan. No whole-ward list or complete authoritative street schedule was supplied in the fetched sealed designation.
- Runs
- 1 December 2023 to 29 November 2028

From 1 April 2026: individual standard £290 Part A + £660 Part B = £950; accredited £290 + £469 = £759; less compliant £290 + £1,028 = £1,318. How we checked this
Made 17 January 2023 and confirmed by Secretary of State on 26 July 2023. Sealed designation says shall cease to have effect on 30 November 2028; last day recorded as 29 November. Five years normally from the duly-made/effective application date; shorter licences may be issued for planning or management concerns. Existing licences need not be replaced until expiry. The April 2026 policy expressly allows five-year licences to overhang a discretionary designation expiry, and sets a less-compliant rate for matters including substantiated serious complaints, enforcement history, repeated chasing or failure to supply required documents. Planning permission is separate; a 12-month HMO licence may be issued where planning is unresolved, with the full fee payable.

- Citywide C3 dwellinghouse to C4 small HMO (three to six unrelated sharers) direction, reference Art4/HMO/CW/01. Larger HMOs already require planning permission. Specific-property conservation Article 4 directions are separate.

Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Delegated decision 5466 was approved on 17 September 2026 and effective from 29 September 2026 (decision page: committee.nottinghamcity.gov.uk). Its attached final Financial Penalties Policy is Version 4, July 2026, expressly updated for the Renters’ Rights Act 2025 and November 2025 statutory guidance; it states application to conduct on or after 1 May 2026, with earlier policies used for earlier offences. Relevant statutory maxima are £40,000 for offences/electrical-safety breaches and £7,000 for specified tenancy breaches. Nottingham applies a general 20% starting-point reduction for local rent levels: unlicensed mandatory/additional HMO £13,600 (national guidance £17,000), unlicensed selective property £9,600 (guidance £12,000), before case-specific adjustments, financial considerations and totality. A one-third prompt-payment discount is available subject to the final-notice payment period and no appeal. The public Investigating Housing Offences page still links the old v3.0/£30,000 PDF and the selective page retains stale £30,000/12-month wording; neither overrides the adopted v4 policy.
Consultations
We found no consultations when we researched Nottingham.

We could not settle these points when we researched Nottingham on 15 October 2026. Check them with the council before you rely on them.

Selective coverage is a designation polygon, not a whole-ward rule. Exact property inclusion, edge streets and any partial-ward mapping need the official MyProperty checker or Annex A; do not infer a negative result solely from a ward or postcode. The live page still calls the map proposed, although the sealed designation and Secretary of State confirmation establish adoption.

No current published selective-licence conditions PDF was found on the current selective landing page. A council delegated decision (5075, 15 January 2024) approved revised individual and block conditions: https://committee.nottinghamcity.gov.uk/documents/s157292/DD5075.pdf . Obtain the current conditions rather than treating the older 2023 proposal appendix as current. conditions_url remains null for this reason.
- Not yet confirmed
No housing-licensing renewal, extension or replacement consultation or designation was found in targeted council and committee searches for 2025/2026 as of 15 October 2026. Previous additional and selective schemes ended in 2023, outside the preceding twelve-month window; overhanging individual licences may remain effective.

The adopted RRA-updated Version4 policy was independently found in September2026 committee papers, but the public housing-offences page still links v3.0 and the selective landing page retains older penalties/RRO wording. Confirm when those public pages and policy links will be corrected; use the adopted Version4 for current policy. Decision: https://committee.nottinghamcity.gov.uk/ieDecisionDetails.aspx?ID=8857 .

The citywide additional designation excludes certain ANUK approved-code properties; fee-policy exemption conditions must be checked for the particular building. An ANUK label alone should not be treated as a blanket exemption from mandatory or selective licensing.

The council closed a landlord licensing social-impact survey on 21 July2025 (https://www.nottinghamcity.gov.uk/engage-nottingham-hub/closed-consultations/landlord-licensing-survey/). Independent reading confirms it measures existing licensing’s social impact; it is not a consultation/designation for a replacement or expanded scheme. The portal displays an invalid opening date of 01January0001, which has not been adopted as data.
Landlord register
The national landlord register is separate from licensing. Nottingham is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register
