Licensing schemes
Mandatory HMO licence
In forceMandatory HMO licensing (national scheme, Bradford fees)
- Area
Throughout Bradford district, where the national mandatory HMO licensing criteria are met.
- Fee
Published standard fee: £1,625.05
Published 2026–2027 full fee for 5–7 occupiers: £1,625.05, including an initial £585.01. For 8–14 occupiers: £1,706.32 including £614.27 initial; 15+ occupiers: £1,787.56 including £643.52 initial. The initial payment is non-refundable and deducted from the full fee; the council invoices the balance before issue. Listed potential discounts: 5% complete application, 5% registered charity, 5% Unipol Bradford accreditation, 15% property assessed as up to standard. The page does not explain whether all discounts can be combined. Fees subject to annual inflation increases.
- Who needs one
- HMOs occupied by five or more people, including children, forming two or more households and sharing basic amenities, subject to statutory exclusions.
- Exemptions
- The council describes a temporary exemption notice for an owner intending to stop HMO use or reduce occupancy; normally up to three months, with a possible second notice. A notice requires council approval.
How we checked this
The council normally grants a licence for up to five years and can grant a shorter period. The application page provides initial/renewal forms for signed return by post or personal delivery, with the initial fee paid online. Published guidance and the linked 2025 enforcement policy retain pre-Renters’ Rights Act penalty/rent repayment wording; those figures are not treated here as current law. No current selective or additional licensing designation was found in the council housing guidance and targeted council/committee searches; absence is a research finding rather than an express council assurance.
Article 4 for house shares
Whether Bradford has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.
The linked Private Sector Housing Enforcement Policy is version 1.5 dated 4 September 2025. Appendix 1 covers Housing Act offences including unlicensed HMOs; its £30,000 maximum and statutory framework predate the 1 May 2026 changes. No revised adopted policy was verified. Do not use its old maximum as the current legal ceiling.
Consultations
We found no consultations when we researched Bradford.
Not yet confirmed
We could not settle these points when we researched Bradford on 15 October 2026. Check them with the council before you rely on them.
- Not yet confirmed
No current selective or additional designation, approved future scheme or public consultation was found on the council housing/licensing pages or in targeted council and committee searches. The council does not explicitly certify their absence; check with Housing Standards before relying on that finding.
- Not yet confirmed
The 14 October 2026 Council agenda contains an HMO Article 4 motion. No minutes/decision notice was available on the meeting page when researched on 15 October. Verify the outcome, any existing directions and any later made/confirmed direction; do not infer a twelve-month effective date from the motion.
- Not yet confirmed
Confirm whether an RRA-updated civil penalty policy has superseded the still-linked September 2025 policy. The HMO guidance also retains old penalty and rent repayment figures.
- Not yet confirmed
The fees page does not clarify whether all listed discounts can be combined; the final amount depends on occupancy, eligibility and the council assessment.

Independent verification fetched the council’s complete published six-direction inventory at https://www.bradford.gov.uk/environment/article-4-directions/article-4-directions/ . It lists conservation/alteration controls, not an HMO change-of-use direction. This strengthens the current search finding but does not establish the outcome of the 14 October 2026 motion. A 2023 committee resolution added a private-rented-sector review to its work programme (https://bradford.moderngov.co.uk/mgAi.aspx?ID=20369); that review is not a licensing designation.
Landlord register
The national landlord register is separate from licensing. Bradford is in Yorkshire and The Humber, where registration is planned from 15 April 2027 to 14 July 2027. The regulations are still in draft. Read about the register
