Licensing schemes
Mandatory HMO licence
In forceMedium confidenceMandatory HMO licensing (Housing Act 2004 Part 2)
- Area
National scheme, applies across the whole of Bromsgrove district.
- Fee
Not yet confirmed
£156.80 per person (occupant), so a 5-person HMO would be £784. Paid online via the council's payment page (Licensing > HMOs). No Part A / Part B split is published, and the page carries no update date.
- Who needs one
- HMOs occupied by at least 5 people forming 2 or more households who share at least one basic amenity such as a bathroom or kitchen.
- Notes
- Included because the council publishes its own fee. The licence is 'usually issued for a period of up to 5 years'. Applications use a joint Bromsgrove/Redditch paper form (the file is named as a variation form, but its heading is 'Application for HMO Licence'), submitted by post or email. HMOs must meet the joint Redditch and Bromsgrove amenity standards (2020). The council's HMO page still tells tenants that rent repayment orders are capped at 12 months, which predates the Renters' Rights Act. No selective or additional licensing scheme is referred to on the council's landlord pages.
Article 4 for house shares
Whether Bromsgrove has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
The Private Sector Housing Enforcement and Civil Penalty Policy was rewritten for the Renters' Rights Act 2025 and based on the ACEHO model. Cabinet approved it on 17 June 2026 (minute 9/26, 'RESOLVED that Members approve'); delegations went to Council on 15 July 2026. The matrix uses MHCLG statutory-guidance starting points with £7,000 and £40,000 maximums; the policy's worked example gives £17,000 as the starting point for failure to obtain an HMO licence. The Landlord Type adjustment is +/-20% of the starting point, and aggravating and mitigating factors are each capped at 20%. There is a 15% prompt-payment discount if the penalty is paid in full within the final-notice period (normally 28 days), and the discount still applies if the landlord appeals. The policy was found only as a committee appendix, not on the council's main website.
