Licensing schemes
Mandatory HMO licence
In forceMandatory HMO licensing (Housing Act 2004 Part 2)
- Area
National scheme, applies across the whole of Cannock Chase district.
- Fee
£1,029 for 5 years
£1,028.55 per property application, paid through the online application. The council's page splits it as £375.45 plus £653.10 (labelled 'subsidence' and 'deposit'), and says £375.45 is refunded if the application is refused. The GOV.UK application page shows the same £1,028.55 fee. The council's HMO page was last updated 2 April 2026.
- Who needs one
- HMOs with five or more people in more than one household who share amenities such as bathrooms, toilets and cooking facilities.
- Notes
- Included because the council publishes its own fee. A licence 'will typically last 5 years'. Documents needed include a fire risk assessment, gas safety record, EICR, fire alarm certificate, proposed tenancy agreement and layout plan. The council's HMO page still says a civil penalty for HMO management failures is 'up to £30,000', which predates the Renters' Rights Act £40,000 maximum. No selective or additional licensing scheme is referred to on the council's private sector housing pages.
Article 4 for house shares
We found no Article 4 direction on house shares in Cannock Chase.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.
The published Housing Civil Penalty Policy (Appendix 1 to the Private Sector Housing Enforcement Policy 2023, linked from the council's enforcement policy page, last updated 11 June 2024) states a maximum of £30,000 per offence under the Housing and Planning Act 2016 regime. It covers s30, s72 (HMO licensing), s95 (selective licensing), s139 and s234 offences, with a charging table in its Appendix 1. It has not been updated for the Renters' Rights Act 2025 £40,000 maximum. The Cabinet forward plan for October to December 2026 lists an item, 'Enforcement Powers Under the Housing Act 1988', for Cabinet on 3 December 2026.

Not yet confirmed
These points were unresolved when we researched Cannock Chase on 14 October 2026. Check them with the council before you rely on them.
- Not yet confirmed
The civil penalty policy on the council's website still uses the pre-Renters' Rights Act £30,000 maximum. A Cabinet item on 'Enforcement Powers Under the Housing Act 1988' is scheduled for 3 December 2026; check whether a revised policy is adopted then.
- Not yet confirmed
Article 4: the council's Article 4 dataset page lists directions for war games, markets, motorsport, a burial ground and specific sites only, with none for HMOs. Absence was inferred from that list, not from an explicit statement.
- Not yet confirmed
The council's description of the fee split ('£375.45 subsidence and £653.10 deposit') is unusual wording; confirm which part is the application fee and which is the licence fee.
- Not yet confirmed
Not independently re-checked (verification of 2026-10-14): the Cabinet forward-plan item 'Enforcement Powers Under the Housing Act 1988' for 3 December 2026, and the absence of a selective or additional scheme (private sector housing pages only; the sitemap returned no URLs and no tracker cross-check was possible).
