How we checked this
The HMO page sets minimum bedroom sizes (6.51 m2 single adult, 10.22 m2 couple, no room under 4.64 m2 as a bedroom) and publishes a quarterly public register of licensed HMOs (CSV, September 2026). Licence length is not stated on the pages fetched. The HMO page's enforcement wording (fine up to £20,000 or civil penalty up to £30,000) predates the July 2026 civil penalty policy.
Article 4 for house shares
Crawley has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.

Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Civil Penalties and Rent Repayment Order Policy (published July 2026) covers Renters' Rights Act 2025 breaches and offences with £7,000 and £40,000 statutory maxima. Starting points: failure to obtain an HMO licence (s.72) £17,000 (landlord-type adjustment £13,600 / £20,400); failure to obtain a selective licence (s.95) £12,000 (£9,600 / £14,400).
