Selective licence
In forceLondon Borough of Ealing Designation 1 of an Area for Selective Licensing 2022
- Area
The three pre-May 2022 Council ward areas of East Acton, Southall Broadway and Southall Green, as edged red on the Annex A map. Shown in green or orange on the council's licensing map with Designation 2.
3 wards, as named in the designation (pre-May 2022 wards):
- East Acton
- Southall Broadway
- Southall Green
- Runs
- 1 April 2022 to 31 March 2027
- Fee
£750 for 5 years
Schedule of fees (marked 'Fees 2024'): Part A £250 on application, Part B £500 when the licence is ready. Discounts off Part B: £75 accredited landlord (LLAS, NRLA, Safeagent, or full Propertymark/ARLA member); £50 EPC A-C. 10% discount for 2 or more flats in the same building and ownership applied for together (selective only; accreditation/EPC discounts apply to the first flat only). Paper applications +£100; council help to complete +£50. No refund on refusal, withdrawal or revocation.
- Who needs one
- Houses or flats let to a single person or single household (self-contained, with kitchen and bathroom for their own use), whether the whole house is under one tenancy or under separate tenancies of different dwellings, unless the property needs an HMO licence.
- Exemptions
- HMOs licensable under Part 2; tenancies granted by a registered social landlord; Interim/Final Management Orders; temporary exemption notices (s86); tenancies exempt under SI 2006/370. Council page adds: owner-occupiers with one or two lodgers and lets to close family do not need a licence.
- Notes
- Made 20 December 2021; in force 1 April 2022; ceases 31 March 2027. No renewal consultation for selective licensing was found; the only 2026 consultation is for additional HMO licensing. Unless the council consults and designates again, selective licensing in these three wards ends on 31 March 2027. Per the council, licences that run past the end of a scheme remain valid to their own expiry. The dates come from the Appendix 5 designation in the December 2021 Cabinet papers, which matched the council's stated start date of 1 April 2022.
Selective licence
In forceLondon Borough of Ealing Designation 2 of an Area for Selective Licensing 2022
- Area
Twelve pre-May 2022 ward areas. The council's 'Types of property licences' page shows 'Perivale and South Acton' as one bullet (11 bullets); the designation and Cabinet report say twelve wards, so Perivale and South Acton are separate wards. The Cabinet report says Designation 2 covers 56.89% of the borough's area and 41.35% of its private rented sector.
12 wards, as named in the designation (pre-May 2022 wards):
- Acton Central
- Dormers Wells
- Greenford Broadway
- Greenford Green
- Hanger Hill
- Hobbayne
- Lady Margaret
- North Greenford
- Northolt Mandeville
- Northolt West End
- Perivale
- South Acton
- Runs
- 3 January 2023 to 2 January 2028
- Fee
£750 for 5 years
Same schedule as Designation 1: Part A £250 + Part B £500; £75 accreditation and £50 EPC A-C discounts off Part B; 10% multi-flat discount.
- Who needs one
- Houses or flats let to a single person or single household, unless the property needs an HMO licence.
- Exemptions
- HMOs licensable under Part 2; tenancies granted by a registered provider of social housing; Interim/Final Management Orders; temporary exemption notices (s86); tenancies exempt under SI 2006/370.
- Notes
- Made 7 September 2022; in force 3 January 2023; ceases 2 January 2028. Dates come from the published designation notice (council file id 18256), retrieved from the Internet Archive because the council's download links now return 404. Cabinet agreed the designation on 15 June 2022, subject to confirmation by the Under Secretary of State for Homelessness and Housing (DLUHC), because it was a large scheme under the pre-December 2024 rules. Cabinet report figures: 56.89% of the borough's area and 41.35% of its private rented sector. The council's December 2022 page said the selective designations keep their pre-May 2022 boundaries regardless of the May 2022 ward changes. Earlier selective licences in Acton Central and South Acton under a previous scheme expired on 31 December 2021.

Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
'Civil penalty notice policy 1 May 2026' (scanned PDF, 26 pages), titled 'Civil penalties under the Renters' Rights Act 2025 and other housing legislation'. A companion Private Sector Housing Enforcement Policy is dated 1 May 2026, and the pre-May 2026 policy is still published for older offences. Matrix: an MHCLG-prescribed starting point by offence, a Landlord Type adjustment of +/-20%, mitigation of up to -20%, then aggravation, financial considerations and totality. Failure to obtain a selective licence starts at £12,000 (£9,600 / £12,000 / £14,400 by Landlord Type). Failure to obtain an HMO licence starts at £17,000 (£13,600 / £17,000 / £20,400). Over-occupation of an HMO and overcrowding notice breaches start at £20,000. The statutory maximum is £40,000. A separate penalty is usually imposed per offence and per offender. The HMO consultation page says Ealing issued 28 civil penalties for unlicensed HMOs since April 2025.

Selective Designation 1 ends 31 March 2027 and no renewal consultation was found. Confirm whether Ealing intends to let selective licensing lapse in East Acton, Southall Broadway and Southall Green or renew it.
- Not yet confirmed
Fee schedule is marked 'Fees 2024'; confirm it is still current for 2026/27.
- Not yet confirmed
Whether the immediate Perivale Article 4 direction (in force 30 October 2024) was confirmed within six months; the council page states it came into force but the confirmation notice was not fetched.
- Not yet confirmed
The council's main landlord page has a 'following areas' list for selective licensing that renders empty; the ward list here comes from the 'Types of property licences' page and the designations.
- Not yet confirmed
Not independently re-checked (verification of 2026-10-14): the Selective Designation 1 PDF could not be fetched (the moderngov copy timed out and the council download returns 404). Its dates (made 20 Dec 2021, in force 1 Apr 2022, ceasing 31 Mar 2027) and its three pre-2022 wards are supported by search-index extracts and the live 'Types of property licences' page.
- Not yet confirmed
Not independently re-checked (verification of 2026-10-14): the Have Your Say page could not be read, so the 15 Jul 2026 consultation start, the 'no changes to additional fees' wording and the '28 civil penalties since April 2025' figure were not re-confirmed.
