How we checked this
Public notice: designation made 5 September 2024 under the 2015 General Approval; 'The Designation will come into force on 5th January 2025. The Designation shall cease to have effect on 4th January 2030'. That cessation date is the day before the fifth anniversary, so end_date is 3 January 2030 and ceases_on 4 January 2030. Renewal of the first Netherfield scheme (2018 to September 2023). All Phase 1a applications must be new applications even if licensed under Phase 1.

How we checked this
Designation: 'made on 6th July 2022 and shall come into force on 1st November 2022'; 'shall cease to have effect on 30th October 2027 or earlier if the Council revokes the scheme'. 30 October 2027 is before the fifth anniversary (1 November 2027), so end_date is 29 October 2027 and ceases_on 30 October 2027. Consultations ran 8 October 2020 to 4 January 2021 and 25 April to 23 May 2022. The scheme ends within about a year; no renewal consultation was found. The Housing Strategy 2026-2030 (Cabinet 16 July 2026) says Phase 2 is 'due to expire October 2027', covers about 665 homes, and will be evaluated at the end of the scheme.
Mandatory HMO licence
In forceMandatory HMO licensing (national scheme, Gedling fees)
- Area
Whole of Gedling Borough (national scheme).
- Fee
Published standard fee: £815
Online new licence: non-accredited £815 (Part 1 £603, Part 2 £212); accredited £712 (£525 + £187). Online renewal: £750 non-accredited (£538 + £212), £628 accredited (£441 + £187). Paper new: £800 non-accredited (£625 + £175), £705 accredited (£540 + £165); paper renewal £720 / £625. The page also says paying by cash or cheque on a paper form carries an additional £60 fee.
- Who needs one
- HMOs with five or more people forming two or more households and sharing facilities (Licensing of Houses in Multiple Occupation (Prescribed Description) (England) Order 2018, article 4). A section 257 converted block is not itself subject to mandatory licensing; an individual flat within one can still need a licence if it meets the prescribed description.
How we checked this
Online applications via Idox; renewals need the council licence reference. The council's HMO page also lists buildings converted into self-contained flats that did not meet the 1991 Building Regulations (section 257 HMOs) among properties needing an HMO licence. Article 4 of the 2018 Prescribed Description Order does not include section 257 HMOs, GOV.UK guidance section 2.4 says converted blocks fall outside mandatory licensing, and no Gedling additional designation was found, so the block itself is not recorded as needing a licence.
Article 4 for house shares
Whether Gedling has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
'Gedling Housing Civil Financial Penalty Policy including RRA breaches for 1 May 2026', approved 1 May 2026 by the Leader of the Council, next review 1 May 2029. Covers failure to obtain a selective licence (s.95) or HMO licence (s.72) and breach of licence conditions, with factors such as landlord knowledge of licensing requirements and property condition. Listed on the council's Private Sector Housing Policies page with a 2026 Enforcement Policy and Fit and Proper Person Policy.

We could not settle these points when we researched Gedling. Check them with the council before you rely on them.
- Not yet confirmed
Phase 2 ceases to have effect on 30 October 2027; check whether the council consults on renewal. A democracy.gedling.gov.uk search for 'selective licensing' (newest result Cabinet 15 October 2026) showed no renewal or extension item; the July 2026 Housing Strategy only commits to evaluating the scheme at its end.
- Not yet confirmed
No additional HMO licensing scheme was found on the council website or in the democracy search results.
- Not yet confirmed
The licence term for individual selective licences is not stated on the fee pages; it is presumed to run to the end of the designation but this is not confirmed.
- Not yet confirmed
The council's HMO page lists section 257 converted blocks as needing an HMO licence, which national mandatory licensing does not cover and no additional designation was found to support; a landlord of a converted block should confirm with Gedling council.
- Not yet confirmed
Article 4: whether Gedling has an HMO (C3 to C4) Article 4 direction is not confirmed. Checked: the council sitemap (no Article 4 HMO page) and planning.data.gov.uk (no Article 4 records for the council). None was found, but absence is inferred, not stated by the council; confirm with its planning team.
Landlord register
The national landlord register is separate from licensing. Gedling is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register
