How we checked this
The council page says 'A licence once granted lasts for 5 years.' Applications use the PDF form dated 14 June 2023. All known HMOs are inspected, with Hampshire Fire & Rescue where necessary, under the joint Fareham and Gosport fire safety protocol. The council keeps a public register of HMO licences.

Civil penalty policy
The council's policy sets how it decides the size of a fine.
No adopted housing civil penalty policy was found on the council website. On 15 July 2026 the Policy and Organisation Board approved a draft 'Policy on Civil Penalties Under the Renters' Rights Act 2025 and Other Housing Legislation' and a draft Private Rented Sector Housing Enforcement Policy for public consultation (consultation 20 July to 11 September 2026; democracy.gosport.gov.uk). No adoption item appeared on the Board's 30 September 2026 agenda. The HMO page says operating an unlicensed licensable HMO 'can be dealt with by a financial penalty or a conviction in court'.
