The 2017-2022 scheme covered 128 streets.

    Runs
    5 June 2022 to 4 June 2027
    Fee

    £755 for 5 years

Council page 'Licence fees 2026/27': selective licence £755, split 50/50 between Part 1 (processing) and Part 2 (managing and enforcing); Part 2 can be refunded if the licence is not granted. Discount £80 for members of an accredited landlord body (e.g. NRLA, LLAS) or £50 for signing the H&F landlord rental charter; only one discount per licence.

    Who needs one
Any flat or house on the 24 streets let or occupied under a tenancy or licence, unless it is an HMO that needs a mandatory or additional HMO licence.
    Exemptions
HMOs licensable under Part 2 or the council's additional designation; registered social landlord tenancies; Interim/Final Management Orders; temporary exemption notices (s86); tenancies exempt under SI 2006/370.
    Notes
Made 6 December 2021 under the 2010 general approval; in force 5 June 2022; ceases 4 June 2027. The council page titled 'New discretionary licensing schemes approved' refers to this December 2021 approval, not a 2025/26 decision. No renewal consultation was found: the council's Have Your Say site lists none, open or closed, as of 14 October 2026. The designation notice still cites a £30,000 maximum penalty. Licence conditions are the 'H&F Property Licensing Conditions Selective Licensing May 2023' (Schedule 1); the separate April 2025 'Standards and Guidance for Houses and Flats in Selective Licensing streets' is guidance, not the conditions.
  • Additional HMO licence

    In force

London Borough of Hammersmith & Fulham Designation for an Area for Additional Licensing of Houses in Multiple Occupation 2022

    Area

Whole area of the London Borough of Hammersmith & Fulham.

    Runs
    5 June 2022 to 4 June 2027

Council page 'Licence fees 2026/27': additional HMO licence £755, split 50/50 Part 1/Part 2; £80 accreditation or £50 rental charter discount (one per licence).

    Who needs one
HMOs occupied by 3 or more people from 2 or more households sharing amenities and not covered by mandatory licensing (council page: 3 or 4 people), including houses, converted flats and purpose-built flats. Section 257 converted blocks are covered only where no flat is owner-occupied, the building is not owned or managed by two or more of the flat leaseholders, and the building is not on a selective licensing street.
    Exemptions
Schedule 14 buildings (e.g. registered social landlord, education or health service managed, religious communities, owner-occupier with up to two lodgers).
    Notes
Made 6 December 2021; in force 5 June 2022; ceases 4 June 2027. It renewed the borough-wide additional scheme that began 5 June 2017. No renewal consultation found.

    Who needs one

Council source

Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.

Latest found: Enforcement Policy: Private Sector Housing 2024 (Cabinet Member decision 26 April 2024, effective 1 June 2024), still capped at £30,000. Two steps: pick the offence band, then the level within the band (Low / Default / High / Very high) by scoring 6 factors 1-4 (Appendix 6). Failure to license under selective (s95) is banded by property size: Band 1 studio/1-bed £1,000-£2,500; Band 2 2-3 bed £2,500-£4,000; Band 3 4+ bed £4,500-£6,000; Band 4 5+ bedrooms or 6+ occupiers £6,500-£8,000. Failure to license an HMO (s72) is banded by occupants: under 5 persons £2,000-£3,500; 5 persons £4,000-£10,000; 6-7 persons £12,500-£20,000; 8+ persons £22,500-£30,000. Penalties may be imposed on both landlord and agent. No Renters' Rights Act update was found; the council licensing page does not state a £40,000 maximum.

Both discretionary schemes cease on 4 June 2027 and no renewal consultation has been found (H&F Have Your Say lists none). Confirm whether the council plans to renew; with a 10-week consultation and a 3-month lead-in, a gap after June 2027 is possible. The Have Your Say site was not re-checked directly in the independent check (2026-10-14).

  • Not yet confirmed

The brief said H&F 'approved new discretionary schemes'; the council page with that title refers to the 6 December 2021 approval of the 2022-2027 schemes. No newer approval was found.
