    Who needs one
All privately rented homes in the 14 wards let to a single person, 2 people, or a single household (e.g. a family), unless the property needs an HMO licence.
    Exemptions
HMOs licensable under Part 2; registered social landlord tenancies; Interim/Final Management Orders; temporary exemption notices (s86); tenancies exempt under SI 2006/370.
    Notes
Cabinet made the designation on 8 March 2022. It needed Secretary of State confirmation under the pre-2024 rules; the Minister for Rough Sleeping and Housing confirmed it on 17 August 2022. In force 17 November 2022. The notice says 'The designation shall cease to have effect on 17 November 2027', the fifth anniversary of its start, so end_date is 16 November 2027, the last day in force. A council procurement notice published 12 January 2026 seeks specialists to review the scheme and test whether a renewed scheme is feasible before the designation ends. No renewal consultation was found. The designation notice still cites a £30,000 penalty and Section 21. Licence terms can be cut by up to 4 years for failed EPC, council tax arrears, or past HMO licence breaches, and by 1 year for not applying voluntarily.

Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.

Private Sector Housing Enforcement Policy (March 2025), revised after Leicester v Morjaria; maximum £30,000. Four stages: a starting level by seriousness, portfolio size/experience, aggravating and mitigating factors (rarely more than +/-£5,000 in total), then discounts. Failure to license a mandatory HMO is 'Very Serious', starting at £17,500 (£12,500 for one HMO plus at most one other dwelling; £22,500 for 6+ dwellings, 3+ HMOs, or demonstrated experience). Failure to license an additional HMO or selective property is 'Serious', starting at £12,500 (£7,500 for 1-2 dwellings; £17,500 for a large portfolio). A 15% discount applies if the final-notice penalty is paid within the specified period (normally 28 days). No Renters' Rights Act update was found.

Consultations

No consultation was recorded when we researched Haringey.

Not yet confirmed

These points were unresolved when we researched Haringey on 14 October 2026. Check them with the council before you rely on them.

  • Not yet confirmed

Selective designation's last day in force is 16 November 2027 (it ceases to have effect on 17 November 2027); the council is procuring a review of renewal feasibility (notice 12 January 2026) but no consultation has been found. A renewal would need consultation and a new designation before November 2027 to avoid a gap.

  • Not yet confirmed

Whether Haringey has adopted a civil penalty policy updated for the Renters' Rights Act 2025 (£40,000 maximum) after 1 May 2026.

  • Not yet confirmed

Whether the £1,411.68 HMO fee applies to mandatory as well as additional HMO licences, and the HMO licence conditions URL (the HMO conditions page was not fetched). The independent check (2026-10-14) could not resolve whether the fee covers mandatory HMOs.

  • Not yet confirmed

The selective 2026-27 fee structure PDF and the additional HMO fee structure PDF were not fetched; figures are from the council's web pages.

  • Not yet confirmed

Not independently re-checked (verification of 2026-10-14): the £1,411.68 HMO fee (Part A £641.48 + Part B £770.20). The live fee page blocks automated access; the latest archived copy (6 Jan 2026) shows £1,360 (Part A £618 + Part B £742), and the recorded figures are exactly 3.8% higher, which fits an April 2026 uplift.
