Licensing schemes

  • Mandatory HMO licence

    In force

Mandatory HMO licensing (national scheme, Hull fees)

    Area

Hull City Council administrative area. East Riding of Yorkshire is a separate authority. Article 4 planning areas within Hull do not expand the mandatory licensing threshold.

    Fee

    Published standard fee: £854.50

Current undated cost page fetched 15 October 2026: new/late renewal and timely renewal have the same bedroom-based fees. Three bedrooms £854.50 (£225 application + £629.50 grant/compliance); four £882.25; five £910; six £937.75; seven £965.50; eight £993.25; nine £1,021; ten £1,048.75; add £27.75 per bedroom over ten. The displayed base is the three-bedroom band, not every five-person HMO. The linked Fees and Charges Policy is labelled 2023–24 and applies HMO fees from 1 September 2023; it corroborates the live table. No newer adopted 2026/27 schedule was retrieved. The £225 application payment is non-refundable. Confirm the current invoice, particularly for a configuration below the published three-bedroom minimum.

    Who needs one
A property occupied by five or more people forming two or more households who share a bathroom or kitchen, subject to statutory exclusions. The council’s current mandatory-licensing page states all three criteria must be met.
    How we checked this

Online applications only; paper forms are no longer accepted. First pay £225 for processing/fit-and-proper checks, then a successful applicant receives a balance invoice for issuing the licence and a compliance visit. Existing licences do not transfer on purchase; new owner applies anew. The council treats expired licences as new/late-renewal applications, while existing holders can renew within 30 days before expiry. The 2023–24 policy describes a five-year fee period, no sale refund and separately chargeable assistance/drawing plans. Licensing and planning permission are separate. No operative selective/additional designation, approved future designation, live defined licensing consultation or discretionary scheme ending since 15 October 2025 was identified. There is a current policy investigation: Full Council 17 September 2026 item 49 carried an amended motion requesting a Cabinet report on introducing additional licensing below the national mandatory threshold, subject to legal tests/evidence, and options for extending Article 4 controls. The minutes were published 14 October 2026. This approved request for a report does not itself designate an area, start a consultation, set a fee or establish citywide Article 4 controls. A separate proposed amendment was lost and Councillor Graham’s later standalone motion was withdrawn, so their wording is not treated as the final resolution. No fixed three-month deadline appears in the carried amended motion. Current absence is a bounded finding, not an express council assurance; monitor the requested report. Application-page £20,000 and older policy £30,000/section21/RRO wording is historical and is not current-law guidance.

Article 4 for house shares

The City of Kingston upon Hull has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.

Area
Partial mapped areas, not all Hull or whole current wards. Original direction covers land within parts of Avenues, Pearson Park, Newland, Newland Park, Inglemire and Beverley Road. The current council landing calls the original making date 9 October 2013, but the downloaded sealed instrument states made 9 October 2012 and has a handwritten 2013 confirmation; its first effective day was not conclusively established here. Council HMO advice says the original area operated from October 2013. Three later immediate C3-to-C4 directions took effect on making, 8 August 2019: Spring Bank/Beverley Road South, Newington/St Andrews (Anlaby Road through Hessle Road area) and the Holderness Road corridor west of Maybury Road. The council says confirmation was resolved 16 January 2020; the inspected Spring Bank instrument has a 31 January 2020 confirmation seal, a separate execution date. Exact boundary maps govern; no street or ward name is an exhaustive matcher. Original instrument https://www.hull.gov.uk/downloads/file/3516/houses-in-multiple-occupation ; plan https://www.hull.gov.uk/downloads/file/3517/houses-in-multiple-occupation-plan ; later notices https://www.hull.gov.uk/downloads/file/4223/spring-bank-and-beverley-road-south-article-4-notice ; https://www.hull.gov.uk/downloads/file/4224/newington-and-st-andrews-notice ; https://www.hull.gov.uk/downloads/file/4225/holderness-road-corridor-notice . Other conservation/hardstanding Article 4 directions are different controls.

Council source

Civil penalty policy

The council's policy sets how it decides the size of a fine.

Current enforcement landing expressly says that, as of 1 May 2026, the council is enforcing the policy approved by Cabinet 23 April 2018, and says the original content remains unchanged: hull.gov.uk . Current linked housing and civil-penalty PDFs retain the historic £30,000 framework. The civil policy assesses culpability/track record and harm, then aggravation/mitigation, proportionality, financial gain and the offender’s circumstances. No adopted RRA replacement or current offence-specific matrix was located in targeted council/committee searches; status is unknown, and historic maxima are not represented as current statutory law. The download index misleadingly labels the underlying April 2018 report as April 2022; the downloaded report itself dates 2018.

Consultations

We found no consultations when we researched the City of Kingston upon Hull.

Not yet confirmed

We could not settle these points when we researched the City of Kingston upon Hull on 15 October 2026. Check them with the council before you rely on them.

  • Not yet confirmed

Obtain express current confirmation of no operative selective/additional designation or live consultation, and track the Cabinet report requested by the carried 17 September 2026 Full Council item 49 motion (minutes published 14 October). The request covers additional licensing below the mandatory threshold subject to legal tests/evidence and options for wider Article 4 controls. No scheme boundary, start date, application fee or defined consultation was approved by that motion; do not promote it to a designation. Confirm whether the requested Cabinet report has since been scheduled or published.

  • Not yet confirmed

Confirm whether a later 2026/27 HMO fee schedule supersedes the current live cost table and linked 2023–24 policy. Confirm charges below the published three-bedroom minimum; no band is inferred.

  • Not yet confirmed

Resolve the original Article 4 making/commencement discrepancy: live planning page says made 9 October 2013, sealed original says made 9 October 2012 with handwritten 2013 confirmation, and advice says operation from October 2013. effective_date remains null rather than guessing the original first day.

  • Not yet confirmed

Exact Article 4 address boundaries require the individual signed plans or council confirmation. The 2019 directions are immediate from 8 August 2019, not from the later council confirmation meeting/seal. Do not infer whole current wards.

  • Not yet confirmed

Obtain the current adopted RRA civil-penalty matrix/revision or council explanation of how the unchanged 2018 published policy operates under current legislation. Old maxima and section21 language must not be reused as current law.

  • Not yet confirmed

A standalone current standard HMO licence-conditions document and complete council-specific exemption guidance were not confirmed; inspect the particular licence and national statutory exclusions.

Landlord register

The national landlord register is separate from licensing. The City of Kingston upon Hull is in Yorkshire and The Humber, where registration is planned from 15 April 2027 to 14 July 2027. The regulations are still in draft. Read about the register
