Mandatory HMO licence
In forceMandatory HMO licensing
- Area
Kirklees Council administrative area, including Huddersfield and Dewsbury; neighbouring Leeds designations are not Kirklees schemes.
- Fee
Published standard fee: £664
Current council mandatory HMO schedule fetched 15 October 2026: 5–6 bed spaces £664; 7–8 £764; 9+ £882. Variation application has no fee. No fee-year, separate new/renewal rate, two-stage cash split or discount was established on the current page. The March 2026 Licensing and Environmental Health fees decision/appendix was checked but does not set an HMO housing fee, so it is not used to infer an uplift or override this current HMO table.
- Who needs one
- HMOs rented to five or more people forming more than one household, with some or all sharing toilet, bathroom or kitchen facilities, and at least one tenant paying rent (or an employer paying for them).
- Exemptions
- The council notes that many halls of residence and other student accommodation owned by educational establishments are not classed as HMOs; check the statutory exemption for the particular building.
How we checked this
Licence normally up to five years; shorter period possible. Fit-and-proper-person checks, notification of interested parties and property/amenity standards apply. Current page warns of high demand and processing delays. No selective/additional designation, active consultation, approved new scheme, renewal or optional scheme ending since 15 October 2025 was identified in targeted council/committee searches. The October 2025 Housing Assistance Policy describes powers and an intention to use selective licensing where necessary/proportionate; it does not designate an area, set a scheme period or prove an active scheme. The 2026 enforcement policy refers to licensing offences conditionally (“if Selective Licensing is in force”), which is not a designation. Optional-scheme absence is a bounded research finding, not an express council confirmation. Neighbouring Leeds selective renewals are not attributed to Kirklees.

Article 4 for house shares
Whether Kirklees has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Cabinet approved the Private Sector Housing Enforcement Policy and Civil Financial Penalty Policy on 8 September 2026; primary decision effective 16 September 2026: democracy.kirklees.gov.uk . Final accompanying policies were fetched directly from the council. They incorporate RRA2025 and other housing powers, £7,000/£40,000 tiers and offence/landlord-type adjustments. Failure to license an HMO starting point £17,000, adjusted downward £13,600 / unchanged £17,000 / upward £20,400 before other factors. Final-policy section 10 provides 33% prompt-payment discount if paid in full in the notice period, normally 28 days; it is not an HMO application-fee discount. Policy governance table still has approval-date placeholders, but the separate final Cabinet decision confirms adoption. No later replacement found.
Consultations
We found no consultations when we researched Kirklees.
Not yet confirmed
We could not settle these points when we researched Kirklees on 15 October 2026. Check them with the council before you rely on them.
- Not yet confirmed
Obtain explicit council confirmation of no active, approved, proposed or recently expired selective/additional scheme and no pending renewal. Current guidance, policy and targeted searches found no actual designation; the October 2025 assistance-policy intention to use powers is not treated as an operative scheme.
- Not yet confirmed
Confirm current HMO fee-year and whether there are any renewal-specific charges, two-part payment amounts or discounts not shown in the current page’s £664/£764/£882 schedule. No such amounts were inferred from unrelated 2026 Licensing/EH fees.
- Not yet confirmed
Obtain explicit current HMO C3-to-C4 Article 4 status and any order/map from planning. No authoritative negative was retrieved; absence of a direction in general planning pages or national secondary lists is insufficient, so exists is null.
- Not yet confirmed
Confirm whether newer licence-specific conditions or amenity guidance supersede the historic HMO guide. The current HMO landing page is used for current licensing threshold/fee and the September 2026 adopted policies for current enforcement.
Landlord register
The national landlord register is separate from licensing. Kirklees is in Yorkshire and The Humber, where registration is planned from 15 April 2027 to 14 July 2027. The regulations are still in draft. Read about the register
