Licensing schemes
Mandatory HMO licence
In forceMandatory HMO licensing (national scheme, Maldon fees)
- Area
The whole of Maldon District (national scheme).
- Fee
£1,099 for 5 years
From the council's 'Environmental Fees from 1 April 2026 to 31 March 2027': new licence £1,099 for up to 5 habitable rooms; renewal £758; £61 for each extra room. The fee is made up of Part A (cost of the application) and Part B (cost of issuing and associated activities); if a licence is refused, only Part B is refunded.
- Who needs one
- Properties rented to five or more people who form more than one household, where tenants share toilet, bathroom or kitchen facilities. The council notes that an HMO with 3 or 4 unrelated occupants is not licensable.
- Exemptions
- The council mentions exemptions where the landlord is a registered social landlord or similar body, or where there is a resident landlord (depending on numbers).
How we checked this
This is the national scheme. Maldon publishes its own page and fees. Licences are valid for five years; renewals use a separate GOV.UK form (gov.uk), and paper forms are available on request. The council aims to decide applications within three months; tacit consent does not apply. Licences carry conditions on the operation of the HMO, and the council applies the Essex HMO Amenity Standards (maldon.gov.uk). The public HMO register is published as a download on the HMO page.
