How we checked this
Council directory grouping in the 2022 cohort; multi-area entries must not be treated as whole-ward designations. Dates use the directory’s explicit last day. Licences are usually five years but can be shorter. Apply online with safety evidence; a valid pending application and a granted licence are different states. Older directory/conditions material contains pre-May-2026 penalty and possession wording: use the updated civil penalty policy for current enforcement.
Selective licence

Mandatory HMO licence
In forceMandatory HMO licensing (national scheme, Manchester fees)
- Area
Whole Manchester local authority area, irrespective of selective licensing boundaries.
- Fee
Published standard fee: £1,321
New application for five occupants: administration £865 + grant £456. Totals by occupants: 6–9 £1,421; 10–14 £1,521; 15–19 £1,621; 20–24 £1,721; 25–49 £1,821; 50+ £2,721. Subsequent new applications £50 less; renewals £200 less (five-person renewal £1,121). Current HMO fee table fetched 15 October 2026; no effective-year heading shown.
- Who needs one
- HMOs occupied by five or more people forming two or more households and sharing facilities such as a kitchen or bathroom, subject to statutory HMO licensing tests.
How we checked this
The council explicitly says it does not currently have an additional licensing scheme. Maximum five-year licences for satisfactory landlords; three years for poorer management/conditions or operating unlicensed; B&B-type properties normally two years, possibly one after intervention. Valid application permits continued operation pending decision; tacit approval does not apply. Planning permission is a separate requirement.
Article 4 for house shares
Manchester has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.
- Area
- City-wide C 3 dwellinghouse to C 4 small-HMO change of use direction, made 7 October 2010 and confirmed 17 January 2011. Licensing and planning are separate; existing lawful use requires its own evidence.
- Takes effect
- 8 Oct 2011
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Council policy landing page expressly says the Renters’ Rights Act 2025 update applies to non-compliance identified on/after 1 May 2026; the former policy continues for offences on/before 30 April. New matrix: failure to obtain selective licence starts £12,000; HMO licence £17,000; each has £40,000 maximum. Landlord-type adjustments are ±20%, then mitigation/aggravation, financial considerations and totality; final penalties are capped at the applicable statutory maximum. Source landing page: manchester.gov.uk . Older scheme pages still mention £30,000/12-month RRO/section 21 and are not current enforcement guidance.
Consultations
Closed 22 Jul 2024
Not yet confirmed
We could not settle these points when we researched Manchester on 15 October 2026. Check them with the council before you rely on them.
- Not yet confirmed
No new additional-HMO proposal or newer selective designation was found after searching the council current/ended directory, consultation outcomes and 2026 committee search results. This is a search finding, not proof that no unpublished proposal exists. The council expressly confirms no current additional scheme.
- Not yet confirmed
The ended directory lists Crumpsall (2022), Moss Side and Rusholme (January 2023), Moston and Old Moat (April 2023); all are outside the last-12-month window and are not reproduced as current/expired entries. No scheme ending since 15 October 2025 was found.
- Not yet confirmed
Independent verification confirmed all 14 current selective directory groups and their cohort dates/fees through council public web retrieval; native Manchester requests returned HTTP 403 and some web opens timed out. All six 2025 public notices were independently fetched and added as legal-plan sources. Original signed designations for the 2022/2023 cohorts and address-level geometric inclusion were not independently certified; their recorded dates are corroborated by current council directory, fee and Phase 2 review pages.
- Not yet confirmed
The Royals (2023) direct Google map URL remains unrecovered and map_url remains null. The 2025 Harpurhey Whiteway and Moss Side Viscount/Heald Grove records now link the independently fetched council public-notice plans instead of a missing Google URL. Every selective area keeps an empty streets array: number ranges, parity, flats and partial roads must be checked with the council schedule/map, never matched as whole roads.
- Not yet confirmed
Council address-table anomalies need council clarification before an address-level yes/no lookup: Heathcote/Northmoor page says Mount Road 173 a to 147 odd; Droylsden/Scotland page says Worksleigh Street 2 to 2. Preserve the official schedule/map rather than silently correcting these ranges.
- Not yet confirmed
The HMO standards page was fetched, but a current standalone HMO licence-conditions document was not recovered; conditions_url remains null.
- Not yet confirmed
The 2023 selective conditions PDF remains linked as current and contains historic legal wording. Confirm any revised conditions issued for post-May-2026 licences with the council.
