Selective licence
In forceMansfield District Council Designation for Selective Licensing (five areas)

Listed streets in five areas, not whole wards (council street list, 'Does my property need a licence?'). Area 1 (streets within Central ward): Victoria Street, York Street, Princes Street, Lord Street, Moor Street, Bishop Street, Dallas Street, Cambridge Street, Portland Place (all) and Portland Street Nos 28-40 only. Area 2 (West Bank and Wainwright wards): Howard Road, Stafford Street, Arundel Drive, Devon Drive, Broomhill Lane, George Street, Surrey Drive, Tucker Lane, Sadler Street (all); Westfield Lane even Nos 56-132 and odd Nos 97-125; Rosemary Street odd Nos 89-107. Area 3 (Market Warsop ward): Fenwick Street, Clumber Street, Vickers Street, Day Street, Muschamp Terrace, Newcastle Street, Bainbridge Road, Portland Street, Welbeck Street, Longden Terrace, Watson Street (all, Warsop), Ridgeway Terrace (all) and Ridgeway Lane Nos 1-32. Area 4 (Eakring and Rock Hill wards): Newgate Lane, Bentinck Street, Frederick Street, Birkland Street, Arthur Street, King Street, Bowling Street, Harcourt Street, Redcliffe Road, Gladstone Street, Coronation Street, Hardwick Street, Empire Street, Belper Street, Hope Street (all). Area 5 (Central and Bancroft wards): Milton Street, Mount Pleasant, Noel Street, Wood Street, Corporation Street, Manvers Street, Burns Street (including flats), Goldsmith Street, Byron Street, Layton Avenue, Kipling Street, Chaucer Street, Browning Street, Padley Hill, Holden Street, Welbeck St, St Johns Place, Lindley Street, Beardall Street, Thoresby Street, Thorn Terrace (all); Rosemary Street odd Nos 55-87A; Westfield Lane Nos 7-83; Bancroft Lane Nos 4-32 and 25-69; Ladybrook Lane Nos 1-23. Several roads are only partly designated, and common names (Victoria Street, King Street, George Street, Portland Street, Welbeck Street) occur in more than one place, so road name alone does not decide coverage; confirm on the council's maps and street list.
- Runs
- 13 September 2025 to 12 September 2030
- Fee
Published standard fee: £800
Licence £800: Part A (application) £500 and Part B (issuing) £300. The council's main page says accredited landlords receive a £100 discount, reducing the fee to £700; its policy summary describes the £100 accredited discount as available 'if applying within the first 3 months'. The early-bird offer (£50 off for applications before 12 September 2025, £650 with accreditation) has closed. Paper applications cost an additional £120. The fee 'covers the property until the scheme ends in September 2030'.
- Who needs one
- Privately rented homes on the listed streets, including homes let to a single tenant, to one household (for example a family) or to two unrelated people, and smaller HMOs (such as three or four sharers) that do not require a Part 2 HMO licence; only homes that need a mandatory HMO licence, or are otherwise exempt, fall outside the scheme (Housing Act 2004 section 85(1)).
- Exemptions
- Per the council's Selective Licensing Policy summary: registered social housing; certain tenancies (for example business or agricultural lets); resident landlord arrangements; properties already licensed under other legislation (for example HMO licensing, care homes, student halls). Temporary Exemption Notices available for short-term situations such as sale or refurbishment.
How we checked this
Public notice: designated on 12 March 2025 under section 80; 'The designation will come into force on 13th September 2025. It will have effect until 12th September 2030 or earlier, if the Council revokes the scheme.' General Approval applied, so no confirmation was needed. The council's main page says 'Selective Licensing is now in force in Mansfield' and warns of prosecution and civil penalties. Estimated about 1,200 properties. Contact selectivelicensing@mansfield.gov.uk. Licences run to the end of the scheme (12 September 2030), not a fresh five years for later applications. Council pages still quote a £30,000 maximum civil penalty. The council's summary says homes with three or more unrelated occupants 'fall under HMO licensing instead'; Mansfield has no additional HMO scheme and mandatory licensing starts at five occupants, so a three- or four-person HMO in the designated area is recorded as within selective licensing, as section 85(1) provides.
Mandatory HMO licence
In forceMandatory HMO licensing (national scheme, Mansfield fees)
- Area
Whole of Mansfield District (national scheme).
- Fee
Published standard fee: £850
Council HMO page: 'HMO licence up to 6 bedrooms - £850 – fee per application'; re-licence up to 6 bedrooms £850; 'Additional fee per bedroom for licensing and re-licensing above 6 bedrooms - £50'; service of enforcement notice £400. A first payment of £490 accompanies the application and the remainder is paid when the licence is issued.
- Who needs one
- Privately rented HMOs of any number of storeys occupied by five or more people forming two or more households who share amenities such as kitchen, bathroom or WC.
How we checked this
Applications through the council's online licensing portal. Amenity and space standards follow DASH guidance.
Article 4 for house shares
Whether Mansfield has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
The Portfolio Holder for Housing approved a Private Sector Housing Enforcement Policy and a Private Sector Housing Civil Penalties Policy on 21 April 2026 (mansfield.moderngov.co.uk); the minutes say they ensure a clear approach 'when enforcing requirements under the Housing Act 2004 and the Renters Rights Act 2025'. The civil penalty policy (Appendix 2) follows the government's RRA civil penalties guidance and applies statutory maxima of £40,000 for offences. The 2025 selective licensing notice and council pages still cite £30,000.

Article 4: whether Mansfield has an HMO (C3 to C4) Article 4 direction is not confirmed. Checked: a committee document search for 'article 4', the council's planning section and planning.data.gov.uk (no Article 4 records for the council). None was found, but absence is inferred, not stated by the council; confirm with its planning team.
Landlord register
The national landlord register is separate from licensing. Mansfield is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register
