The council's 'Private renting policies' page (updated 16 September 2026) says its Housing Authority Enforcement Policy and Private Renting Civil Enforcement (financial penalty) Policy 'provide guidance for Housing Authority officers to ensure enforcement action is taken in line with the Renters' Rights Act 2025'. - Not yet confirmed
No selective or additional licensing scheme in force. Cabinet on 14 October 2026 (item 7, 'Houses in Multiple Occupation update') noted that officers are assessing the evidence on the number, location and impact of HMOs and delegated to the Director for Housing and Communities, with the Leader, whether the evidence 'justifies an Article 4 Direction or other proportionate controls'. The report lists additional and selective licensing as options requiring consultation. No proposal or consultation yet; re-check.
Landlord register
The national landlord register is separate from licensing. Melton is in East Midlands, where registration is planned from 15 February 2027 to 14 May 2027. The regulations are still in draft. Read about the register
