How we checked this
Sealed order: 'This designation is made on the 22nd day of April 2024 and shall come into force on the 23rd day of July 2024' and 'shall cease to have effect on the 22nd day of July 2029 or earlier if the Council revokes the scheme'. The cessation date is the day before the fifth anniversary, so ceases_on is recorded. The designation did not need Secretary of State confirmation (2015 General Approval). The council page says a licence 'is valid for a maximum of 5 years'. The council uses a free tenant referencing service and licence conditions require references to be obtained through it. The council page separately says 'Selective landlord licensing in Newport 1 ended on 12 June 2024 and began again on 5 August 2024' (the earlier Newport 1 designation, followed by this one); the sealed order and public notice both give 23 July 2024 as the commencement date, which is recorded. The page also says 'All licences in Newport 1 will cease on 22 July 2029.'

By bedrooms (first payment + second payment = total): up to 10 £720.36 + £448.52 = £1,168.88; 11 to 20 £909.88 + £566.51 = £1,476.39; 21 to 30 £1,099.37 + £684.50 = £1,783.87; 31+ £1,288.88 + £802.49 = £2,091.37. Second payment due once the licence is approved.
- Who needs one
- HMOs occupied by 5 or more people living as 2 or more separate households and sharing amenities.
How we checked this
Council page: 'Licences normally last for 5 years.' Small HMOs (3 or 4 occupiers) in the Newport selective licensing areas need a selective licence instead.

How we checked this
Public notice: 'The Designation was made on the 12th March 2021 and shall come into force on the 14th June 2021' (General Approval 2010, no confirmation needed). Council page (October 2026): 'The selective landlord licensing scheme in North Ormesby ended on 13 June 2026. You can no longer apply for a licence' and 'All licences in North Ormesby ceased on 13 June 2026.' The sealed designation was not retrieved, so its exact cessation wording is unconfirmed; end_date is recorded as 12 June 2026, the day before the date the council says the scheme ended and licences ceased. Listed because it ended within the last 12 months. Licence holders are no longer bound by its licence conditions; general housing law still applies.

Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Private Sector Housing Civil Penalties Policy 2026-2031 covers Renters' Rights Act 2025 breaches (£7,000 and £40,000 maxima). Starting points (with landlord-type downward/upward adjustments of 20%): failure to obtain a selective licence (s.95(1)) £12,000 (range £9,600 to £14,400); failure to obtain an HMO licence (s.72(2)) £17,000 (£13,600 to £20,400); licence condition breaches have separate per-condition starting levels. The council's enforcement page says civil penalties 'can be up to £40,000'.
