Licensing schemes

  • Mandatory HMO licence

    In forceMedium confidence

Mandatory HMO licensing (national scheme, North Norfolk fees)

    Area

The whole of North Norfolk District (national scheme).

    Fee

    £930 for 5 years

The council page says it 'charges £930 to licence an HMO of up to six units of accommodation for five years', plus £30 for every additional unit of accommodation. No date or renewal rate is shown.

    Who needs one
HMOs with five or more occupiers where some or all of the occupiers share a facility such as a bath, WC or kitchen.
    Exemptions
Statutory exemptions under Schedule 14 of the Housing Act 2004 apply; the council page does not list them.
    How we checked this

This is the national scheme. North Norfolk publishes its own page and fee. The application form is downloaded from the council page (the apply_url) and returned with supporting documents; contact Environmental Protection on 01263 513811 or ep@north-norfolk.gov.uk. The page still says 'Fines of up to £20,000 can be handed down on conviction', which appears out of date. The council publishes a register of licensed HMOs. No selective or additional licensing scheme, proposal or consultation was found.

Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.

Cabinet on 14 April 2026 approved a new Housing Standards Enforcement Policy and a Civil Penalties Policy, both taking effect from 1 May 2026, to enforce the Renters' Rights Act 2025. The published 'Financial (Civil) Penalties Policy: Enforcement under the Renters' Rights Act 2025 and other housing legislation' sets maximums of £7,000 for breaches and £40,000 for offences. Failure to obtain an HMO licence (s.72(1)) starts at £17,000, adjusted by 20% for landlord type (£13,600 down, £20,400 up), then for aggravating factors such as the landlord's knowledge of licensing and the condition of the property. A 15% discount applies if the penalty is paid in full within the period in the final notice (normally 28 days). The published PDF still shows 'DRAFT 1' on its cover.
