Licensing schemes
Selective licence
In forceMedium confidenceScarborough South (Area 3) selective licensing
- Area
Parts of Weaponness and Ramshill division in Scarborough, bounded by the council designation map. The list includes part streets, individual numbers and odd/even restrictions; ward or road name alone cannot establish coverage.
- Runs
- 1 May 2022 to 30 April 2027
- Fee
Published standard fee: £550
Council landing page lists £550 for a single unit, £180 non-refundable application payment and £370 before issue. Extra flats in the same building are £100 each; licence grouping depends on freehold control. Membership and qualifying multiple-application discounts of £50 are listed. No publication/effective date is shown for the live table; confirm the current invoice with the council.
- Who needs one
- Privately rented houses and flats within the designated area, subject to the statutory exemptions. Homes required to be licensed under Part 2 HMO licensing are excluded from selective licensing.
- Exemptions
- Council lists Part 2 licensed HMOs, approved temporary exemptions, management orders, certain prohibition orders and statutory exempt tenancy/building classes. Consult the full council list for unusual cases.
How we checked this
The January/February 2024 council selective licensing policy gives the commencement and inclusive final date shown here. Licences run only until the designation ends, not five fresh years from a late application. The council website retains outdated sanction wording, which is not repeated as current law. Exact council street-list entries, including all number/side restrictions (not an automatic whole-road matcher): Albion Crescent; Albion Road; Alga Terrace; Back Crown Terrace; Back Oriel Crescent; Back South Street; Back Trinity Road; Belmont Road; Cambridge Terrace; Carlton Terrace; Craven Street; Cromwell Gardens; Cromwell Parade; Cromwell Road; Cromwell Terrace; Crown Close Back Road; Crown Crescent; Crown Crescent Back Road; Crown Terrace; Esplanade (1 to 30 inc.); Esplanade Gardens (37 only); Filey Road (1 to 19 odds only); Fulford Road (1 to 5a and 17 odds and just 2a, 2b and 2c evens); Greenfield Road; Grosvenor Crescent; Grosvenor Road; Montpellier Terrace; Oliver Street; Oriel Crescent; Prince of Wales Terrace; Princess Royal Lane; Princess Royal Terrace; Ramshill Road; Royal Avenue; Royal Crescent; Royal Crescent Lane; South Street; St Martins Avenue; St Martins Place; St Martins Road; St Martins Square; Trinity Road; Valley Road (evens only 32 to 58); West Street (1 to 15 odds and 2 to 8 evens); West Terrace; Westbourne Grove; Westbourne Road. A renewal/extension consultation closed 12 October 2026; May 2027 renewal remains proposed, not an approved replacement. The July 2026 renewal consultation summary independently corroborates the current scheme’s 1 May 2022 start and 30 April 2027 end. Its new £750 proposal does not replace the current £550 fee.

Selective licence
In forceMedium confidenceScarborough Town (Area 4) selective licensing
- Area
Only designated parts of Castle, Falsgrave and Stepney, and Northstead divisions in Scarborough. The list includes part streets, specified numbers/ranges and sides; matching a division or street name does not establish exact-address coverage.
- Runs
- 1 June 2024 to 30 May 2029
- Fee
Published standard fee: £695
Council landing page lists £695 for a single unit, £180 non-refundable application payment and £515 before issue. Extra flats in the same building are £100 each; licence grouping depends on freehold control. Membership and qualifying multiple-application discounts of £50 are listed. A £260 previous-licence discount is stated for qualifying same-holder cases. The £50 early-bird deadline was 31 August 2024 and has passed. The page expressly says its starting fees are reviewed annually; confirm the actual current invoice before budgeting.
How we checked this
The council policy/landing page says 1 June 2024 to 31 May 2029. Independently recovered committee Appendix B public notice instead says the designation was made 23 January 2024, comes into effect 1 June 2024 and “shall cease to have effect on 31st May 2029”. Under this dataset’s last-day convention end_date is 30 May 2029; the conflicting landing/policy wording remains unresolved. Licences run only until the designation ends, not five fresh years from a late application. The council website retains outdated sanction wording, which is not repeated as current law. Exact council street-list entries, including all number/side restrictions (not an automatic whole-road matcher): Aberdeen Place; Aberdeen Street; Aberdeen Terrace; Aberdeen Walk; Albemarle Back Road; Albemarle Crescent; Albert Street; Alma Parade; Alma Square; Arundel Place; Bar Street; Barwick Street; Bedford Street; Belgrave Crescent; Belle Vue Parade; Belle Vue Street; Beulah Terrace; Blands Cliff; Blenheim Street; Blenheim Terrace - 1 to 29; Cambridge Street; Castle Road - 1 to 93a odds and 2 to 110 evens - including Wilson Mariners homes; Clarence Place and Clarence Road; Clark Street; Clifton Street; Dean Road - 1 to 51 including Wheelhouse Square; Durham Street and Place; Eastborough; Elders Street; Falconers Road and Square; Falsgrave Road - 1 to 143 odds and 2 to 118 evens - including West Park Terrace; Fire Station Yard; Globe Street; Hanover Road; Harcourt Place; Hope Street; Hoxton Road; Howard Street; Huntriss Row; James Street; King Street; Leading Post Street; Market Street and Market Way; Marlborough Street and Terrace; Merchants Row; Mill Street; Morgan Street; Nelson Street; Newborough; New Queen Street; North Marine Road; North Street including Providence Place; Northway; Norwood Street; Oxford Street; Palace Hill and Palace Hill Lane; Pavilion Square and Terrace; Peel Terrace; Princess Square - 1 to 3; Prospect Place; Prospect Road - 1 to 39 odds only; Queen Street - 1 to 29 only; Queens Parade; Queens Terrace; Regent Street; Roscoe Street; Sandringham Street; Sherwood Street; Silver Street; Stanley Street; St Helens Square; St Nicholas Street; St Thomas Street; Sussex Street; Swan Hill Road; Sydney Street; Tindall Street; Trafalgar Road; Trafalgar Square; Trafalgar Street West; Trafalgar Terrace; Union Street; Vincent Street; Valley Bridge Parade; Vernon Road - 1 to 6; Victoria Parade; Victoria Road; Victoria Street; Vine Street; West Square; Westborough; Westwood; William Street; Wrea Lane. The landing page’s public-notice link is broken/misdirected. The 23 January 2024 committee Appendix B public notice and Appendix C map were recovered independently; they are council committee attachments, not a separately recovered later signed notice. The map is explicitly the approved proposal attachment, visually checked against the partial-area description. Exact-address inclusion still requires the council street schedule/map.
Mandatory HMO licence
In forceMedium confidenceMandatory HMO licensing (national scheme, North Yorkshire area guidance)
- Area
National mandatory licensing throughout North Yorkshire; former district pages still carry area-specific application guidance. York is a separate local authority.
- Fee
Not yet confirmed
Harrogate, Ryedale and Scarborough live pages each list five persons £980, six £1,085, seven to ten £1,185, plus £30 per additional person above ten. No effective date is given. Craven, Hambleton, Richmondshire and Selby pages say their information is being updated and direct applicants to contact the council, so a single fee applicable across the entire authority has not been verified.
- Who needs one
- HMOs with five or more occupiers forming two or more households and sharing basic amenities, subject to statutory exclusions. The Harrogate page includes the national purpose-built-flat distinction.
- Exemptions
- Statutory exclusions apply. The Scarborough page has inconsistent wording about purpose-built blocks of three or more flats; confirm individual flat/building cases against the national rules and the council.
How we checked this
Ryedale guidance says up to five years, with shorter terms possible; Scarborough says five years. Harrogate requests forms from the council, while Scarborough links an online application. The seven former district guidance pages have not fully converged. The 2024 selective-licensing business case says Scarborough additional licensing ran from 2013 to 2018; no current additional scheme was found. Its historic/generic mentions in other documents must not be treated as proof of an active scheme.
Selective licence
ProposedProposed Scarborough South (Area 3) renewal and expansion from May 2027
- Area
Existing Scarborough South selective area plus the remaining properties on Valley Road and all of Esplanade Gardens. The consultation map shades the existing SL3 area and marks the two proposed road extensions in red. These changes are proposed, not current licensing boundaries; use the map for exact premises.
- Fee
Published standard fee: £750
PROPOSAL ONLY: £750 for a single-unit property and £150 per additional flat in a multiple-unit building (four-flat example totals £1,200). Proposed £100 renewal discount where property/landlord details stay unchanged; no other discounts proposed. Two payment stages proposed, but the initial amount is not specified. Current scheme fee remains £550; no new payable fee or designation is inferred.
- Who needs one
- Proposed licensing of privately rented properties in the renewed/expanded designated area, subject to final approval, statutory exemptions and the separate Part 2 HMO licensing route.
- Exemptions
- The proposal is for selective licensing under Part 3 of the Housing Act 2004; Part 2 licensable HMOs and statutory exempt accommodation need their own assessment.
How we checked this
Consultation ran 3 August–12 October 2026 and is closed awaiting decision as of 15 October. Summary proposes a 1 May 2027 start for a further five years, subject to approval and three-month public notice. Exact approved dates remain null. The independently fetched forward-plan item remains For Determination, due 26 January 2027; it is not approval. Current area includes only parts/numbers on Valley Road and Esplanade Gardens, whereas renewal proposes all remaining premises on those roads. The consultation summary reproduces historic condition wording; actual future binding conditions and current statutory duties must be confirmed.

Article 4 for house shares
Whether North Yorkshire has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Current council Civil financial penalty policy is dated May 2026 and expressly covers the Renters’ Rights Act 2025 and other housing legislation. It includes licensing offences and offence-specific starting points, with landlord-type adjustments, aggravation and mitigation. Some legacy district/licensing pages still quote superseded sanctions; use the current policy and national law instead. Independently read current matrix: selective non-licensing starts £12,000 and HMO non-licensing £17,000, each with £40,000 maximum. The HMO downward-adjustment cell is printed “£13,6000”, an apparent source typo; no corrected figure is silently substituted here.

We could not settle these points when we researched North Yorkshire on 15 October 2026. Check them with the council before you rely on them.

The Scarborough South renewal/extension consultation closed 12 October 2026. Independently recovered summary/business case/map establish the proposed expanded area and £750/£150 fees, now recorded as a consultation scheme. Forward-plan item is still For Determination with 26 January 2027 decision due; no approval or final designation was found.
- Not yet confirmed
The Town landing-page designation link remains broken, but its 23 January 2024 committee Appendix B public notice and Appendix C map were independently recovered. Notice says cease on 31 May 2029; SCHEMA last-day convention gives 30 May. Landing/policy say until 31 May. Confirm the final signed/published instrument and exact cessation date.
- Not yet confirmed
Both current selective schemes include partial streets and specific numbers/sides; council street-list restrictions are preserved and streets stays empty. Town committee map was independently recovered; new South proposal map shows the two extensions. These maps do not provide automatic current-ward/road matching.
- Not yet confirmed
Selective fee pages may not reflect annual uplifts; Town expressly says its displayed figures were set at designation commencement. Verify the current payable fee with the council.
- Not yet confirmed
Four former district HMO pages are being updated, so authority-wide uniformity of the £980 five-person fee is unconfirmed; standard_gbp is null rather than applying the three-area fee everywhere.
- Not yet confirmed
No current additional HMO designation or approved future scheme was found in the council licensing hub and targeted council/committee searches. The 2024 business case states the former Scarborough additional scheme ran 2013–2018. Confirm any later designation separately.
- Not yet confirmed
HMO Article 4 status across all former districts remains unconfirmed. Do not infer absence from conservation-only directions or from a search with no result.
- Not yet confirmed
The proposed full Valley Road extension may cross current division boundaries; no authoritative complete division crosswalk was recovered. Proposed area.wards is empty rather than assuming it remains solely in Weaponness & Ramshill.
- Not yet confirmed
Current May 2026 civil-penalty policy prints the HMO landlord-type downward cell as £13,6000; confirm that apparent typographical error with the council rather than treating it as a literal penalty figure.
Landlord register
The national landlord register is separate from licensing. North Yorkshire is in Yorkshire and The Humber, where registration is planned from 15 April 2027 to 14 July 2027. The regulations are still in draft. Read about the register
