- Fee
Published standard fee: £609
Current fee page updated 14 October 2026: £609 ( £366 application + £243 grant) for applications from 2 March 2023; subsequent £589 ( £354+ £235). Earlier 2022/early-2023 introductory/accreditation windows are closed, not current early-bird prices. Application must complete all three stages and supporting documents.

- Exemptions
- Statutory exempt tenancies under the Selective Licensing of Houses (Specified Exemptions) (England) Order 2006 and Housing Act 2004 exemptions, including properties subject to Part 2 HMO licensing; confirm the precise case. The council current exemptions page links the 2006 Order rather than giving a full selective list.
How we checked this
Notice made 24 May 2022 under general approval, commences 1 September 2022 and lasts five years unless earlier revoked, giving last day 31 August 2027. Current landing instead says scheme ends 1 September 2027; explicit final-day conflict retained for council confirmation. Current conditions link is headed Annex 3: Proposed Selective Licence Conditions although the operational page links it as conditions; actual issued licence governs. No property-level inclusion is inferred from the area name.

Do not treat the entire wards or all Bury New Road as designated.

Operational page offers interest-free upfront or instalments (12 monthly;25%+23 monthly;50%+11 monthly); no refund for unused term.
- Who needs one
- Non-exempt privately rented houses/flats in the mapped area, including smaller HMOs no longer covered by the expired three/four-person additional scheme, where not subject to other Part 2 HMO licensing.
How we checked this
Designation made 20 October 2025; notice says commences 21 January 2026 and lasts five years unless revoked, giving last day 20 January 2031. Operational landing says end date 21 January 2031; retain conflict instead of silently including a sixth anniversary day. The notice’s enforcement paragraph after 21 April is not a later legal commencement. Historical 2016–2021 Broughton scheme is outside recent-expired scope. Operational conditions download is still headed proposed Appendix 4; confirm any changed actual licence.
Mandatory HMO licence
In forceMandatory HMO licensing
- Area
Entire current Salford City Council administrative area.
- Fee
Published standard fee: £970
Fee page updated 14 October 2026: new first application up to twelve beds £970 ( £679 application + £291 grant); subsequent £945 ( £661.50+ £283.50). Accredited first £945, subsequent £910 ( £637+ £273); renewal £895 ( £626.50+ £268.50). Thirteen or more bedrooms: £40 for each bedroom above twelve. Accreditation requires landlord/property and complete documentation within three months of HMO operation. Separate paid conversion-advice service may reduce the licence fee by £496 if application within two months and no more than three visits; see HMO definition page, not an automatic general discount.
- Who needs one
- HMOs with five or more occupants forming two or more households, sharing basic amenities, subject to statutory licensing exclusions; occupation/storeys and planning permission are separate questions.
- Exemptions
- Schedule 14 buildings excluded from licensing, temporary exemption notices and management orders. Section 257 converted blocks are not mandatory-licensable as blocks, though an individual flat may independently require mandatory HMO licensing.
How we checked this
Apply through three stages: register manager, register licence holder, register property; already registered manager may be reactivated with new DBS. Application fee on submission, grant fee when granted. Council aim sixty working days for valid application, no tacit consent. Current HMO definition page updated 12 October 2026 confirms smaller three/four-person HMOs now need selective licences only in selective areas; do not reuse stale pages saying the old additional scheme remains active. Lack of required planning permission can result in a twelve-month licence, each case on merits. Individual normal mandatory licence duration was not established from retrieved current guidance/policy; left null. Licence conditions and August 2026 HMO standards downloaded.

- Runs
- 24 November 2026 to 23 November 2031
- Fee
Published standard fee: £1,431.65. Early application: £1,365.80
Current new fee for 2–4 flats £1431.65 ( £1053.96 application+ £377.69 grant),5–8 £1711.65 ( £1333.96+ £377.69),9+ £1991.65 ( £1613.96+ £377.69). Subsequent totals £1394.99/ £1674.99/ £1954.99. Early before 24 November 2026 or within 3 months of purchase: £1365.80/ £1645.80/ £1925.80; subsequent £1329.14/ £1609.14/ £1889.14. Accredited new before 24 November: £1321.02/ £1601.02/ £1881.02; subsequent £1284.36/ £1564.36/ £1844.36. Landlord and property accredited before start; completed application stages 1–3/documents required. Accreditation/early combination not stated, so no combined discount inferred. Published fee page updated 14 October 2026.
- Who needs one
- Buildings or parts converted into self-contained flats that did not and still do not meet the appropriate Building Regulations standards, with less than two-thirds of flats owner-occupied (Housing Act 2004 section 257). This is licensing the qualifying converted block, not every ordinary three/four-person shared house. Individual flats may separately require mandatory HMO or selective licences.
- Exemptions
- Statutory exemptions apply; do not reuse the generic exemptions page’s historical blanket statement excluding section 257 blocks from additional licensing. The new designated category expressly includes those blocks. Confirm Schedule 14/other exclusions for the precise ownership and occupation.
How we checked this
Designation made 11 August 2026 underGeneral Approval 2024, notice confirms 24 November 2026 commencement and five-year duration unless earlier revoked. Last day calculated 23 November 2031; landing says licences end 24 November 2031, an anniversary-date discrepancy for confirmation. No later pause/revocation found; asof 15 October scheme is approved and applications are supported, but future obligation must not be presented as current. Consultation 4 February–15 April 2026 closed; old consultation page still says under review, superseded by signed notice and operational scheme page. No assumption of a renewal of the expired ordinary 3/4-person regime. Citywide geographical scope is retained with an explicit property eligibility check for conversion, Building Regulations and owner-occupation facts unavailable to the public postcode/household input.

Additional HMO licence
EndedMedium confidenceCitywide three- and four-person additional HMO licensing 2021–2026 — expired
- Area
Entire current Salford City Council administrative area.
- Runs
- 19 July 2021 to 18 July 2026
- Fee
Published standard fee: £1,085
Historical expired scheme only: operational page retains new base £1085 ( £890+ £195), subsequent published £1052.45 though rounded components £863+ £189 sum £1052; discrepancy uncorrected. Historical early/accredited rates before 19 October 2021 are not current offers. No renewal possible after scheme expiry.
- Who needs one
- Former citywide additional licensing of three- or four-person HMOs forming two or more households, irrespective of storeys. This designation has ended and is not the November 2026 section 257 scheme.
- Exemptions
- Statutory exclusions, temporary exemption notices/management orders, mandatory-licensable HMOs and section 257 blocks as buildings; qualifying purpose-built flats in blocks of at least three under an approved code. Individual flats could require a licence under their own test.
How we checked this
Notice made 13 April 2021, commences 19 July 2021 for five years: last day 18 July 2026 under anniversary-period convention. Current landing states all licences/scheme end 19 July 2026 and cannot be renewed; final-day discrepancy retained, but expired status on research date is certain. Council says smaller HMOs must still meet standards/management regulations and, within either selective area, need a selective licence. It promises a performance/evidence review, not an approved replacement ordinary three/four-person scheme. Do not infer continuing licence obligation from stale Article 4/FAQ pages.
Article 4 for house shares
Salford has an Article 4 direction on HMOs (houses in multiple occupation, or shared houses). Turning a family home into a shared house may need planning permission.
- Area
- Two C 3-to-C 4 small-HMO directions, not a citywide declaration. First effective 25 November 2018 covers historic Central Salford wards Broughton, Claremont, Irwell Riverside, Kersal, Ordsall, Langworthy, Weaste and Seedley plus Barton/Eccles on pre-May 2021 boundaries. Detailed council page maps this to whole current Broughton, Blackfriars & Trinity, Claremont, Eccles, Kersal & Broughton Park, Ordsall, Pendleton & Charlestown, Quays, Weaste & Seedley and parts of Barton & Winton, Higher Irlam & Peel Green, Pendlebury & Clifton, Swinton Park. Second confirmed 9 July 2024/effective 17 November 2024 adds whole Little Hulton, Swinton & Wardley, Walkden North, Walkden South, Worsley & Westwood Park and the remaining parts of Barton & Winton, Pendlebury & Clifton, Swinton Park. Current main-page shorthand lists Higher Irlam & Peel Green with two other exception wards, but the detailed 2018 page and visually inspected combined PDF include a small part of Higher Irlam & Peel Green. Use the exact combined map rather than treating that whole ward as exempt. Boothstown & Ellenbrook and Cadishead & Lower Irlam are unshaded in the combined map. Historical boundaries are unchanged by 2021 ward reform; do not infer current whole wards from old names. Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Enforcement index expressly links July 2026 v 2 Civil Penalty Policy and Housing Authority Enforcement Policy. Downloaded CPP is titled under Renters’RightsAct 2025 and other legislation, covers £7000/ £40000 tiers and starting points £12000 failure to obtain selective licence/ £17000 HMO licence, with landlord-type downward/upward adjustments (e.g. £9600/ £14400 selective, £13600/ £20400 HMO), mitigation/aggravation and financial-benefit tests. The index also retains February 2020 policy for historical context; do not use its old ceilings for current offences. Precise committee adoption/commencement date was not established from the published PDF/index.

We could not settle these points when we researched Salford on 15 October 2026. Check them with the council before you rely on them.
- Not yet confirmed
Confirm final operative days of the four fixed-period schemes against complete legal instruments: public notices say five years from 1 September 2022,21 January 2026,19 July 2021 and 24 November 2026, yielding last days 31 August 2027,20 January 2031,18 July 2026 and 23 November 2031. Landing pages instead show anniversary dates 1 September 2027,21 January 2031,19 July 2026 and 24 November 2031. Conflicts are explicit; current/expired/future status on research date is unaffected.
- Not yet confirmed
Check exact selective boundaries with the maps/current street schedules. Both schemes contain number/side ranges; Bury New Road requires direct council confirmation. No exhaustive whole-street match or whole-ward coverage has been introduced.
- Not yet confirmed
Confirm individual mandatory licence term and current shorter-term criteria from actual licence. Council expressly permits twelve months where planning affairs need regularisation; no standard five-year promise inferred.
- Not yet confirmed
Resolve generic exemptions-page legacy section 257 exclusion against new specific November 2026 designation and confirm statutory exemptions for each block. Separately licensed flats may sit within a licensed block.
- Not yet confirmed
Confirm whether operational selective conditions labelled proposed remain the actual current conditions without amendments. Issued property-specific licence takes precedence.
- Not yet confirmed
Obtain precise adoption/effective date of July 2026 RRA civil-penalty policy; content update is confirmed, date not inferred from filename alone.
- Not yet confirmed
Clarify current planning-page shorthand for Higher Irlam & Peel Green against the fixed 2018 direction and combined map showing a small included area. Never treat the whole ward as unrestricted from that shorthand.
- Not yet confirmed
Broadened current council/consultation searches found no further live discretionary proposal or later pause/revocation beyond schemes recorded. Old ordinary 3/4-person additional scheme page promises a review only; do not assume a successor. Generic what-is-a-licence and Article 4 pages retain stale all-three-regimes statements.
Landlord register
The national landlord register is separate from licensing. Salford is in North West, where registration is planned from 15 May 2027 to 14 August 2027. The regulations are still in draft. Read about the register
