How we checked this
This is the national scheme. South Norfolk shares a website and staff with Broadland District Council but charges its own HMO fees (Broadland's are listed separately and do not apply here). Applications are made on a downloadable form. The council publishes Amenity and Facilities Standards for HMOs; its HMO public register is not online and can be viewed at the council offices by appointment. No selective or additional licensing scheme, proposal or consultation was found.
Article 4 for house shares
We found no Article 4 direction on house shares in South Norfolk.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
The council's published 'Housing Authority Enforcement Policy' (Appendix 1) is written for the Renters' Rights Act 2025: it lists the council's duty under s.107 of the Act and civil penalties for offences including unlicensed HMOs (s.72) and selective licensing offences (s.95), alongside the new tenancy breaches. It says civil penalties 'operate according to their own independent standalone policy'. A Broadland policy panel agenda for 11 May 2026 lists a 'Housing Enforcement Policy and Civil Penalties Policy' item for the shared service, but no adopted South Norfolk civil penalty policy was found on the council website, so the penalty amounts for unlicensed letting are not known from a council source.
