Licensing schemes

  • Mandatory HMO licence

    In forceMedium confidence

Mandatory HMO licensing (Housing Act 2004 Part 2), Staffordshire Moorlands District Council

    Area

National scheme, applies across the whole of Staffordshire Moorlands district.

    Fee

    £450 for 5 years

First application £450.00; subsequent application £350.00, each for a five-year licence and paid online before the application is processed. The page was last modified on 1 April 2025, so confirm these are the 2026/27 fees.

    Who needs one
Properties let to 5 or more unrelated people living as 2 or more separate households who share bathroom or cooking facilities, regardless of the number of storeys. This may include bedsits and shared houses.
    Notes
Included because the council publishes its own HMO licence page and fee. No selective or additional licensing scheme was found; the council's HMO page and its private landlords section describe only mandatory licensing. Renewals and changes of licence holder are handled by the Environmental Health Team (Envhealth@staffsmoorlands.gov.uk). The page says statutory minimum bedroom sizes may reduce permitted occupancy. It still quotes a civil penalty of up to £30,000, which predates the Renters' Rights Act 2025 maximum of £40,000. Appeals go to the residential property tribunal within 28 days. The council's HMO page also carries a High Peak apply link beside the Staffordshire Moorlands one; the Moorlands GOV.UK page names Staffordshire Moorlands District Council as the issuing authority.

Licence conditions and exemptions are not published on the HMO page; the applicant guidance notes PDF dates from 2020.

  • Not yet confirmed

No selective or additional licensing designation or consultation was found, but the council has not published a statement confirming there is none.

  • Not yet confirmed

Not independently re-checked (verification of 2026-10-14): whether the £450 / £350 fees (page last modified 1 April 2025) are the 2026/27 figures; the civil penalty policy and any licensing proposals, because the shared democracy site was too slow to scan Cabinet agendas (no web search was possible); and the absence of an Article 4 direction (planning.data.gov.uk only).
