How we checked this
The council's page says 'Licences are valid for up to 5 years and must be renewed before expiry' and that discretionary conditions may be added (for example waste, anti-social behaviour or repairs). Apply online. The HMO register is available by email to psh@teignbridge.gov.uk. The page still quotes civil penalties 'up to £30,000'; the July 2026 enforcement policy uses the £40,000 maximum. The page also warns that an HMO for seven or more people may need planning permission.

Whether Teignbridge has an Article 4 direction on house shares.
Civil penalty policy
The council's policy sets how it decides the size of a fine. The version we found has been updated for the Renters' Rights Act.
Housing Enforcement Policy 2026 (July 2026), with Appendix 1 'Civil penalties under the Renters' Rights Act 2025 and other housing legislation'. It covers £7,000 breaches and £40,000 offences, including failure to obtain an HMO or selective licence, and applies a starting point with a 20% upward or downward 'Landlord Type' adjustment. Failure to obtain an HMO licence (s.72(1)): starting point £17,000 (downward £13,600, upward £20,400), statutory maximum £40,000. The 2026/27 fees schedule still lists 'Civil Penalties 30,000.00 max'.
