How we checked this
This is the national scheme. Watford publishes its own HMO pages and fees. A licence lasts up to five years, and the council aims to grant a valid application within 12 weeks. A signed fit and proper person declaration is required with the application. The council applies its Amenity and Space Guidance to all HMOs, licensable or not. Operating a licensable HMO without a licence or breaching conditions can lead to a civil penalty of up to £30,000 or prosecution with an unlimited fine. The council's HMO pages describe only mandatory licensing; no additional or selective licensing scheme or proposal was found, and the Watford Housing Strategy 2026 to 2030 (agreed by Cabinet on 1 July 2026) does not propose one. The register of licensed HMOs is updated monthly.
