    Fee

    Not yet confirmed

The current fee page could not be read: wychavon.gov.uk serves a JavaScript bot challenge to automated requests. The last archived copy (Wayback Machine, 8 February 2025) shows 'HMO Licence fees from 1 April 2024' (2024-25). Standard licence: £770 for a single application, £707 for multiple applications. 11 to 15 occupants £1,154 / £1,092; 16 to 20 £1,345 / £1,283; 21 or more £1,537 / £1,477. Renewal: £605 / £543; 11 to 15 £989 / £927; 16 to 20 £1,180 / £1,121; 21 or more £1,374 / £1,312. The application portal calculates the fee and takes payment online. Certificates already submitted and still in date need not be sent again.

    Who needs one
A property rented to five or more people, not from the same household, who share facilities.
    Exemptions
The council's HMO page lists: properties managed or controlled by a local housing authority, registered social landlord or certain other public bodies; properties regulated under other enactments such as children's homes, care homes and bail hostels; student accommodation managed by a specified education establishment under an approved code of practice; religious communities; a resident landlord with family and no more than 2 unrelated persons; and properties occupied by only two persons who each form a separate household.
    Notes
This is the national scheme. Wychavon publishes its own HMO page and fees. The joint Malvern Hills and Wychavon 'Standards for Houses in Multiple Occupation' guide (March 2026) says 'Mandatory HMO licensing is the only form of HMO licensing operated by Malvern Hills and Wychavon District Councils'. It also says neither council has an additional scheme for section 257 HMOs. The guide sets the standards that form the basis of mandatory licence conditions. The private sector housing service is shared with Malvern Hills District Council. Renewals use a separate online renewal form, with the fee paid afterwards. On 14 October 2026 the HMO application portal showed 'This service is temporarily unavailable as our payment provider is experiencing issues'.

Council source

Civil penalty policy

The council's policy sets how it decides the size of a fine. The version we found has not been updated for the Renters' Rights Act.

The joint Wychavon and Malvern Hills 'Housing Civil Penalties Policy' (September 2018), linked as the 'Civil Penalty Notice Policy' from the council's advice for landlords page (archived January 2025). The copy hosted on wychavon.gov.uk is byte-identical to the Malvern Hills copy. It has a £30,000 maximum and a fixed charging table. Failure to obtain a licence (s.72(1)) is £10,000 for a first offence and £30,000 for a second or subsequent offence by the same person or company. Breach of licence conditions is £5,000 per breach. There is a 50% reduction where the offender shows income below £440 a week. The 2019 Private Sector Housing Policy Framework (joint with Malvern Hills) also cites a £30,000 maximum. No Renters' Rights Act 2025 update was found.

These points were unresolved when we researched Wychavon on 14 October 2026. Check them with the council before you rely on them.

  • Not yet confirmed

Current (2026-27) HMO licence fees: the council HMO page is behind a JavaScript bot challenge and the only archived copy shows 2024-25 fees. A search-engine extract of the live page suggests fees 'from 1 April 2026' of £820 single / £750 multiple for a standard licence, but this could not be fetched and is unverified. Confirm with privatesectorhousing@wychavon.gov.uk.

  • Not yet confirmed

No Renters' Rights Act civil penalty policy was found. The published policy is the joint 2018 version with a £30,000 maximum.

  • Not yet confirmed

No Article 4 direction for small HMOs was found, but the council's planning pages could not be read. This is inferred from the joint HMO standards guide.

  • Not yet confirmed

The licence length is not stated on the archived HMO page.

  • Not yet confirmed

Not independently re-checked (verification of 2026-10-14): the live HMO page, current fees and planning (Article 4) pages, because wychavon.gov.uk served a bot challenge, so the absence of a small-HMO Article 4 direction is inferred only; and scheme absence beyond the joint standards guide and NRLA updates (no wider web search was possible).

Landlord register

Licensing is separate from the national landlord register. Wychavon is in West Midlands, where the planned registration window runs from 15 December 2026 to 14 March 2027. The regulations are still in draft. Register dates, fee and documents
