We hold this rule at medium confidence. Read the linked law before you rely on it.

Who it applies to

Residential landlords in England of assured or regulated tenancies (not social housing; supported exempt accommodation excluded). Initially only properties currently let or let during rollout; unoccupied properties will need registering before marketing under future legislation.

What you will need to do

Using GOV.UK One Login, create a landlord entry (individual: name, date of birth, residential address, phone, email; organisations: entity details, Companies House or charity number or officers' details, nominated contact) and a dwelling entry for each let property (address, ownership and dwelling type, bedrooms, whether let, freeholder/superior landlord/property manager contacts; then occupants, households, HMO/additional/selective licence numbers, gas safety record and issue date, EICR or EIC and expiry date, EPC or MEES exemption, rent and frequency, utilities included, furnishing). Pay the £65 annual fee per property (pro-rated during rollout). Provide tenancy and safety details within 28 days of making the entry, update changed information within 28 days, and renew every 12 months.

Deadline

Regional start (regulations commence) and registration deadline: West Midlands 15 Dec 2026 / 14 Mar 2027; East of England 15 Jan 2027 / 14 Apr 2027; East Midlands 15 Feb 2027 / 14 May 2027; South East 15 Mar 2027 / 14 Jun 2027; Yorkshire and Humber 15 Apr 2027 / 14 Jul 2027; North West 15 May 2027 / 14 Aug 2027; North East 15 Jun 2027 / 14 Sep 2027; London 15 Jul 2027 / 14 Oct 2027; South West 15 Aug 2027 / 14 Nov 2027. Notes

Dates, the £65 fee and the 3-month window come from GOV.UK (MHCLG campaign page and 9 September 2026 press release) and match the regional table in the draft Private Rented Sector Database Regulations 2026. On legislation.gov.uk as of 14 October 2026 the regulations are still a draft, ss.82, 90 and 91 are in force only for regulation-making, s.92 is prospective, and SI 2026/421 expressly did not commence the s.91 penalty or the RRO rows for s.92. The fee is set by the database operator (draft reg 14), not in the regulations. Future (not yet required): registering unoccupied properties before marketing and showing landlord and property identifiers on adverts (RRA s.82(1)-(2)). Landlords of Rent Act regulated tenancies must also register; the tenancy_type condition enum has no regulated value, so they are not matched by this condition.
